DESCRIPTION OF WORK

The Assistant Manager of Engineering reports to the Manager of Engineering. The Assistant Manager of Engineering assists the Manager of Engineering with overseeing the design, approval, construction, inspection, and acceptance of infrastructure by the Town of Conception Bay South. This includes capital infrastructure and infrastructure derived from subdivision approvals, construction approvals and planning application programs. The Assistant Manager of Engineering assists the Manager with the examination of all infrastructure for development within the Town to verify conformance with good design standards, sound engineering principles and practices and to ensure that they are compatible with existing public works and services.

QUALIFICATIONS AND EXPERIENCE

  • A Bachelor’ s degree in Engineering with a minimum of five years’ experience in a municipal environment or equivalent
  • Eligibility of membership with PEGNL
  • Successful completion of applicable certification exams as per Provincial and Federal legislation (or ability to obtain), and any additional training as required by the Town
  • Valid Driver’s License for the Province of Newfoundland and Labrador
  • Any equivalent combination of related education or experience may be considered

SKILLS

  • Thorough knowledge of municipal civil engineering, including design, construction, operations, and general elements of transportation and traffic engineering
  • Knowledge of the Public Tender Act, Provincial Government roads, water and sewer specifications, uniform traffic control devices for Canada, Manual of Geometric Design Standards for Canadian Roads and the Urban Supplements, Requirements of the Department of Environment and Conservation as well as the Government Service Department and the Towns and Local Service District Act
  • A broad knowledge of the operations, policies, procedures, and regulations relative to municipal subdivision approvals, construction approvals, and planning applications
  • Well-developed human resources skills including public relations management and must be team oriented
  • Experience and knowledge in project management and/or leadership
