[What the role is] As Payroll Manager, you will be the backbone of our people operations — ensuring every JTC employee is compensated accurately, compliantly, and on time. You will lead end-to-end payroll operations while driving continuous improvements to our payroll systems and processes, partnering closely with HR, Finance, and Technology teams to deliver a seamless employee experience. [What you will be working on] Leading the full payroll cycle — processing monthly payroll, CPF contributions, tax filings (IR8A/IR21), and statutory payments in compliance with MOM regulations and CPF Act Managing payroll system administration, ensuring data integrity and accuracy across HR and Finance platforms (e.g. SAP) Reviewing and improving payroll processes and SOPs to enhance efficiency, accuracy, and compliance with WOG requirements Partnering with HR Business Partners and Finance to resolve payroll discrepancies and respond to employee queries professionally Generating payroll analytics and reports to support management decision-making and audit requirements Supporting HR system implementation and upgrades, translating policy intent into workable system solutions Ensuring compliance with Singapore employment legislation, including the Employment Act, CPF Act, and Income Tax Act [What we are looking for] Minimum 5 years of Payroll management experience, preferably in the public sector or a large organisation Background in Human Resources, Accounting, Business Administration, or a related discipline Hands-on experience with Workday, SAP or equivalent HRIS/payroll systems
Responsibilities
Lead end-to-end payroll operations, including monthly processing, tax filings, and statutory payments in compliance with Singapore regulations. Drive continuous improvement of payroll systems and partner with HR and Finance to ensure a seamless employee experience.
