OFFICE OF INFORMATION TECHNOLOGY Assistant Manager (Procurement & Contract Management) (25260597) We seek a highly organised and detail-oriented Assistant Manager specialising in Contract Management and Procurement. The appointee is expected to provide professional financial support, oversee and manage the entire lifecycle of IT related contracts and procurement process within the organisation. This role involves ensuring compliance with contractual obligations, managing daily procurement operations, collaborating with various departments to meet business requirements, and fostering strong relationships with internal and external stakeholders. Responsibilities: * Manage the development and execution of contracts, ensuring they align with organisational goals and comply with legal and regulatory requirements; * Manage and streamline the procurement process, ensure all procurement documentation is accurate, complete, and submitted on time. Maintain comprehensive records of all tender processes and decisions; and inventories for on-going maintenance renewal; * Experience in managing the budgeting process, including preparation, monitoring, and reporting is a definite plus. Ensure adequate resource allocation and adherence to budgetary constraints; * Monitor and streamline accounting procedures to enhance efficiency and accuracy in CAPEX, OPEX, and project accounting operations, including compliance with deliverables, timelines, and milestones; * Prepare regular financial reports and contract inventory for senior management; * Collaborate with cross-functional teams, including legal, finance, and operations, to ensure all contract terms are met and potential issues are addressed proactively; and * Perform ad hoc assignments and responsibilities as requested. Requirements: * A bachelor’s degree in accounting, finance or equivalent with a minimum of 6 years of relevant supervisory experience gained from sizeable companies; * Excellent command of written and spoken English and Chinese; * Strong analytical, communication and problem-solving skills with exceptional attention to detail;  * Proficiency in computer software such as Microsoft 365 especially in Excel and PowerPoint; and * A high level of self-motivation and the ability to multitask and work effectively both as a team player and independently to meet tight schedules. Shortlisted candidates will be invited to sit for a written test.  The initial appointment will be offered on a fixed-term contract for up to 2 years.  Re-appointment thereafter will be subject to mutual agreement.
