The Centre of Excellence (COE) team is crucial to enabling and embedding transformative capabilities within P&SC by enhancing governance, mitigating risk and sustaining practice excellence through adoption of best practices, digital capabilities and analytics. Job Summary This role supports the COE’s Governance & Excellence team in strengthening MTR’s supply chain risk management framework and related procurement controls and processes. The successful candidate will be instrumental in refining procurement procedures and driving the implementation and execution of key supply chain and third-party risk management controls. In addition, the role will contribute to governance initiatives by preparing reports that track the effectiveness of the Corporation’s supply chain and third-party risk frameworks. The candidate will also coordinate efforts to advance MTR’s sustainable procurement practices in alignment with the Corporation’s sustainability strategy. To excel in this position, close collaboration with internal teams and external partners is essential. The ideal candidate will be data-driven, proactive, and passionate about delivering solutions that create meaningful impact. Responsibilities Planning & Strategy Support the development and deployment of governance frameworks and risk management capabilities across the department Serve as the bridge between policy formulation and operational execution, ensuring consistency and performance alignment Policy, Procedure & Process Governance Establish a structured framework for periodic policy and procedure reviews aligned with business priorities, compliance standards and supply chain risk appetite Conduct process assessments to identify area of improvements and optimize workflows for efficiency and compliance that improve the effectiveness of controls, whilst adding value Work with Digital Enablement & Analytics team to refine process performance dashboards to monitor (e.g., cycle times, exceptions, supply chain risk) and drive continuous improvement Enhancement of governance through increased reporting across steering, risk and executive committees as appropriate Supply Chain Risk Management Develop and maintain risk assessment methodologies to identify, evaluate, and mitigate supply chain vulnerabilities. Monitor emerging risks and regulatory changes, ensuring timely updates to risk frameworks and controls. Support implementation of risk mitigation strategies, including contingency planning and supplier risk profiling. Collaborate with cross-functional teams to embed risk awareness and resilience practices into procurement processes. Perform Know Your Counterparty (KYC) screening and due diligence on suppliers to ensure compliance with regulatory and corporate standards. Supplier & Stakeholder Management Be proactive in stakeholder management to articulate reason(s) and the extent of changes in practices, methods and use of templates and tools across the procurement & supply chain end-to-end lifecycle. Contribute to formulation of stakeholder engagement, including feedback loops and reporting mechanisms to inform continuous practice improvement Coordinate ESG-related initiatives and ensure supplier engagement aligns with corporate sustainability commitment and drive ESG performance oversight from suppliers Requirements Degree in Business, Procurement & Supply Chain, or a related discipline. A minimum of 5 years’ experience in procurement and supply chain roles. Prior experience and demonstrated capability in the following areas will be an advantage: Centre of Excellence (COE) and capability development planning/execution. Supply Chain Risk Management, including risk assessment methodologies and KYC screening/due diligence on suppliers. ESG and sustainable procurement practices. Strong business acumen and professional integrity with excellent analytical and stakeholder management skills. Proven problem-solving skills with the ability to deliver practical, impactful solutions. Strong PowerPoint and storytelling skills to create compelling presentations and communicate complex ideas clearly. Exceptional communication, presentation, and interpersonal skills for effective engagement with stakeholders at different level of seniority and internal customers. Good command of written and spoken English is an advantage.
