Description POSITION TITLE: ASSISTANT PROGRAM MANAGER PROGRAM: YOUTH TREATMENT PROGRAM POSITION SUMMARY: The Assistant Manager for the Youth Treatment Program supervise residents and staff, ensure a safe and healthy living environment, perform moderate household maintenance, and are expected to be knowledgeable and skilled in all aspects of the program including coordinating, implementing, and evaluating resident services and ongoing training for Youth Rehabilitation Specialists. The Assistant Manager is responsible for all resident health and medical needs – including but not limited to; planning and shopping for the weekly menu + snacks that are balanced, scheduling and attending most doctor appointments, collaborating with medical staff to ensure all medications are accurately prescribed and filled along with basic medication management as well as for all resident education needs – including but not limited to; attending most school related appointments and meetings, managing resident’s grades, communicating with teachers and school administration. Assistant Managers must be capable of assuming program responsibilities in the absence of the Program Manager, uphold, and promote the program philosophy in all duties performed. YTP is a restorative, trauma-informed treatment program. Treatment is rooted in the most current research on the neurobiology of human behavior and how developmental stress and trauma changes the brain and interrupts the formation of healthy attachments and relationships. The program’s philosophy is predicated on the concept that “changing behavior requires changing the brain”. The program is centered on the principle that youth heal (and behavior changes) in the context of adults who are safe, regulated, predictable, empathic, and attuned. YTP is focused on how to create the conditions for the youth’s brain and body to restore as much calm and self-regulation as possible as the foundation for growth, learning and intrinsically motivated behavior change. HOURS: Full-Time Exempt: Saturdays and Sundays: 3p-11p, Mondays: 10a-6p, Tuesdays and Wednesdays: 9a-5p is the typical weekly schedule, yet as this is an exempt position for a 24/7 staffed program, there will be the occasional schedule gaps in the evenings, weekends or overnights which are shared within the management team to fill. In addition, you are required to be available a minimum of 1/3 of each month as Manager to Notify for staff which may include needing to respond onsite within 30mins as required by CCL. SALARY: Anticipated hiring range is $70,720- 73,720 annually, dependent on education and experience. Responsibilities and Duties: 1. Ensure and foster a safe living and working environment and general well-being, for both residents and staff by encouraging open and honest communication and developing trust-based relationships. 2. Scheduling needs of the program at times may take place outside of regularly scheduled hours and days, this would require covering and picking up additional shifts in the evenings, weekends and overnights to ensure that the program is within staff to client ratio as set by CCL. 3. As set by CCL, this role requires being available for staff as the Manager to Notify a minimum of 10 days a month, which requires being available to respond via phone or in person within 30 minutes if necessary. 4. Promote, encourage and maintain trauma-informed practices in all services and activities. Practice and promote, both individually and in team meetings, TMHA’s Collaborative Communication Guidelines in order to facilitate clear, empathetic and person-centered communication. 5. Implement agency procedures and ensure accurate and complete program paperwork; this may include resident files, medication logs, time sheets, petty cash, grocery trips, inventory, etc. Including SLOBH electronic record keeping and charting. 6. Assist in ensuring that the program meets all Community Care Licensing regulations, MediCal guidelines, Department of Health Care Services regulations and CARF Standards at all times. Support Program Manager in getting ready for audits by gathering documentation and participating in review. 7. Monitor and coordinate household, yard, program, vehicle, and facility maintenance. 8. Complete required hours of in-service training as determined by CCL. 9. Plan and grocery shop for snacks, meals and household items for the program weekly. Ensure emergency food is maintained. 10. Supervise and interact with residents and staff during program activities; this may include outings, daily chores, education of residents and transportation to and from scheduled appointments and extra-curricular activities and events. Maintain the structure of the program to achieve a balance between group interaction, individual attention, recreation, and free time. 11. Promote general cooperation and support for the program residents; this may include providing crisis intervention, mediating staff and/or client interactions, or meeting any other individual needs that may arise for residents such as coordinating or assisting with medical, educational, social, recreational, birthday or holiday celebrations, etc. 12. Be the point person for all resident health and medication information and appointments. Including, setting and attending appointments, working closely with the Med Manager to ensure that resident’s medications are filled and all documentation in the health and medication logs are completed accurately and all staff are following the correct medication and appointment protocols. 13. Be the point person for all school sites by ensuring that grades are for all residents are monitored weekly, possibly meet with each resident weekly to discuss grades and education concerns and bridge plan to staff weekly. Attend most readmits, IEPs, 504s and other school meetings as requested by school officials. 14. Write Quarterly Report/Discharge documentation for Health & Medical and Education sections for all residents. May need to pick up more/other sections of Quarterly Reports as needed. 15. Provide case management support to all residents to support them in meeting treatment plan goals and ensure that this is documented properly and timely within the resident’s electronic health record. 16. Assist in selecting, training, supervising, and developing Youth Rehabilitation Specialists, mentors, and volunteers; this may include interviews, evaluations, disciplinary actions, and scheduling. 17. Lead by example and empower staff members to grow and expand their abilities and knowledge. Communicate both positive and negative feedback clearly and in a timely manner with staff, documenting when necessary. Remain approachable and open for staff to communicate problems or ask questions. 18. Represent management positively and take ownership of policies when enforcing them. When questions or issues with management arise, they are directed to management for resolution. Accepts constructive feedback from supervisor and others. 19. Assist the Program Manager as agency liaison; this may include contact, interactions, and/or appointments with placing agencies, treatment teams, medical providers, school staff, CASA, attorneys, mentors or residents’ family. 20. Assume other duties and responsibilities required of Youth Rehabilitation Specialists and as assigned by the Program Manager. Job Environment: 1. Moderate, physical activity and frequent driving that will include the transportation of TMHA clients; may include moving or lifting up to 50 lbs. 2. Involves moderate risks that require safety precautions and the risk of exposure to potentially intense situations. 3. Position immediately supervises one or more employees and supports the team approach to meeting program objectives. 4. Daily and frequent documentation of client services on the computer. 5. Position involves working within the residential environments. 6. Possible intense situations related to confrontational or oppositional youth Requirements Minimum Requirements: 1. Per California Care Licensing, must meet at minimum one of the requirements as listed below: a. Have a Bachelor of Arts or Sciences Degree, in Psychology, Social Work, Human Services or a related field (preferred). b. Minimum two years of full-time experience, or its equivalent, working with the population to be served, or equivalent education or experience. 2. Prior supervisory or leadership experience preferred. 3. This position requires in person work for face-to-face contact with residents for every shift. 4. Attendance is an essential function of this job that requires face-to-face interaction with clients and/or other employees. 5. Ability to possess and maintain good physical and mental health. 6. Must participate in the on call rotation schedule to provide support to staff and services to clients after hours and on weekends, which may include responding in person or covering open shifts. 7. An awareness of trauma informed principles and evidence based practices. 8. Strong interpersonal skills, collaborative work style and strong oral, written, and communication skills. 9.
