JOB SUMMARY

Be at the heart of delivering the MOD’s most high-profile and strategic defence sector engagements.
The Defence Industrial Joint Council (DIJC) Programme Management Office (PMO) is seeking two Assistant Programme Managers to help drive ministerial priorities and support delivery of the Defence Industrial Strategy (DIS). As part of the largest and most complex commercial function in government, these roles will offer a unique chance to work on high-profile, high-impact initiatives that will strengthen the MOD’s collaboration with the defence sector and improve the resilience of defence supply chains.
Sitting within the Supply Chain Directorate (SCD), part of MOD Head Office, the DIJC PMO is responsible for delivering strategic engagements with industry, working with senior MOD officials and the wider defence sector to tackle Defence’s most pressing challenges.
As a DIJC Assistant Programme Manager, you will play a central role in the MOD’s primary mechanism for partnering with defence industry leaders, small-medium-sized enterprises, technology innovators, investors, academia, trade associations and Trade Unions. The DIJC is co-chaired by the Secretary of State for Defence and is a mechanism for shaping policy, driving innovation, and enhancing our industrial capability.

The DIJC’s purpose and objectives include:

  • Facilitating strategic engagement between the MOD and sector partners.
  • Supporting the delivery of the DIS and ensuring alignment with MOD procurement and capability development.
  • Addressing defence industrial base challenges, including supply chain resilience, workforce skills, and innovation.
  • Providing an effective platform for MOD and sector partners to develop policy recommendations to drive growth and improve defence outcomes.

These roles will provide direct support to the DIJC top council and other core DIJC governance mechanisms. The postholders will be instrumental in shaping the strategic direction of the DIJC and supporting delivery against the DIS and broader Defence priorities.
You will play a key role in coordinating and enabling delivery across several high-impact DIJC workstreams, covering themes such as people and skills; acquisition and commercial improvement; capability management; and building a more resilient industrial base. This role requires strategic oversight, robust governance, and effective programme management to ensure alignment across workstreams and measurable impact for Defence and the sector.
This position is advertised at 37 hours per week.

JOB DESCRIPTION

These are varied roles spanning a diverse portfolio of work. The postholder will be a key part of the recently established DIJC PMO, led by the DIJC Head of Programme. You will provide dedicated business, strategic programme management, and secretariat support to the workstreams being established under the DIJC to help deliver the DIS.

The DIJC programme of activity includes:

  • DIJC top council meetings: delivering high-profile quarterly meetings chaired by the Secretary of State for Defence and attended by senior MOD officials and sector executives.
  • DIJC supporting structures: supporting effective collaboration between the MOD and defence sector partners, reporting into and delivering the recommendations of the DIJC top council.
  • DIJC Communications Forum: a major bi-monthly engagement event attended by representatives from across the defence enterprise.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.

Responsibilities

RESPONSIBILITIES

Strategic-level responsibilities will include:

  • Leading the strategic coordination and secretariat of DIJC workstreams and governance structures, ensuring alignment with key MOD and industry objectives.
  • Developing and maintaining a strategic programme plan, ensuring delivery against agreed milestones, interdependencies, and long-term outcomes.
  • Producing high-quality briefing materials for the Secretary of State for Defence, Defence Ministers, and senior MOD and sector leaders.
  • Designing and implementing a programme management framework, including establishing new performance tracking tools.
  • Providing strategic programme analysis and reporting, identifying risks, opportunities, and key decision points to drive progress across the DIJC portfolio.
  • Managing governance schedules and forward look plans, including planning key events, workshops, and engagements across Whitehall and industry stakeholders.
  • Championing continuous improvement within the DIJC PMO, identifying opportunities to strengthen strategic impact, performance measurement, and delivery assurance.

Some travel will be required between London and Bristol as part of the role, and occasionally to other UK locations to support industry events and conferences.
