JOB SUMMARY:

Oversee and provide daily direction as needed to the census technicians and provide direction and oversight of the daily operations as direct or in the absence of the Project Manager (PM) of Morgan Island free-ranging breeding colony.

KNOWLEDGE, SKILLS, AND ABILITIES:

· Working knowledge of boats, trailers, forklifts and other vehicle maintenance and operation to include certified boater’s safety training within a year of hire.
· Basic veterinary technical skills, including capture, handling, and restraint of Nonhuman primates.
· Knowledge and understanding of the requirements of the NIH Guide, PHS Policy, USDA Animal Welfare Act, and AAALAC International Accreditation process.
· Good leadership and communication skills.
· Good reading, writing, and verbal skills.
· Good math skills.
· Intermediate computer skills and use of Microsoft Office programs.
· Ability to work unsupervised as well as in a team environment.
· Demonstrate understanding of Standard Operating Procedures.

EDUCATION AND/OR EXPERIENCE:

BS degree in a related science preferred. 5+ years of experience working with non-human primates, performing basic veterinary procedures. AALAS certification at the LAT level or above. An equivalent combination of education and experience may be accepted as a satisfactory substitute for the specific education and experience listed above.

LANGUAGE SKILLS:

Ability to read and interpret documents, including treatment protocols, standard operating procedures, and other instructions. Ability to communicate verbally and in writing to all levels of employees, including division managers.

WORK ENVIRONMENT:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job, with or without reasonable accommodation. This position is in an outdoor setting. While performing the duties of this job, the employee is regularly exposed to wet and/or inclement weather, including cold, heat with high humidity, and precipitation. Responsibilities
  • Responsible for working closely with the Project Manager (PM) to ensure successful results of the project. Responsible for ensuring priorities are in alignment with PM to ensure a smooth and effective team approach to the management of the Morgan Island Program.
  • Responsible for maintaining a data set of program projects and tasks including but not limited to expected completion date of tasks /project, person responsible as assigned by the PM or COR.
  • Assisting the PM to ensure all staff adhere to time policies on a daily basis. Responsible for submitting timecards in absence of PM.
  • Provide daily oversight and direction to the census technicians to assure that all groups are observed and documented/reported correctly. Provide feedback to the PM on annual evaluation of the census technicians.
  • Provide oversite of all staff in the absence of the PM
  • Maintain up to date electronic census tracking data of all troops/groups on an ongoing basis. Provide supplemental census tracking on groups that are shown to be challenging. Responsible for developing improvement plans for less proficient census technicians and review plans with PM prior to implementation.
  • Responsible for maintaining the MI database and to trouble shoot any issues that may arise as well as making on going assessments and propose upgrades to streamline reporting and data entry.
  • Compile census data using the database and create census tracking sheets and participate in open communications with the PM and COR on census data.
  • Use the compiled data to create the quarterly deliverable reports. This includes information needed for the annual USDA report. These reports shall be submitted to the PM for review prior to submitting to the government and prior designated deadline.
  • Maintain/file, at the mainland dock office, all the ACUC, USDA, ASP, AALAC, & OLAW reports and meeting files to assure that accurate files are always maintained.
  • Responsible for maintaining a current and up to date printed version of all SOP, including the technical manual, as a staff reference resource. Responsible for continuous review of all SOP’s and quality assurance standards, including the Technical Manual, and provide training to staff as instructed by the PM.
  • Responsible for drafting all SOP and Technical Training documents as they are identified by the PM and COR and submitted for approval.
  • Care for and maintain breeding colony in accordance with Animal Welfare Act and the “Guide for the Care and Use of Laboratory Animals, and NIH policies and guidelines and other pertinent regulations and policies. Ensure that detailed, accurate records and files are maintained as required by animal welfare regulations, statement of work and applicable guidelines.
  • Performs technical procedures on NHP’s as directed by the veterinary staff or SOP and with the assistance of adequately trained staff. These duties include but are not limited to tattooing, preoperative surgical preparation, anesthetic monitoring and recovery, administering therapeutic measure SQ, IM, IV, oral etc, drug dosage calculations, blood collection, minor wound treatment, and providing environmental enrichment for the NHPs. Responsible to facilitate training schedule with veterinary staff to ensure all staff have the proper technical expertise to perform their necessary job functions independently.
  • Responsible for the quality assurance of the NHP clinical records to ensure that staff consistently enter information correctly.
  • Assist the PM to create a monthly work schedule and assign daily duties to subordinate staff.
  • Ensure and assist with daily health observation of the primates. Contact clinical veterinarian with appropriate needs and see that treatment orders are implemented.
  • Participate in colony processing, ensuring accurate data is collected in the field.
  • Coordinate necessary arrangements for blood samples for serology with the lab.
  • Prior to and during processing, coordinate with the PM and COR the preferred culling strategies. Ensure the PM and COR are updated during processing and discuss as needed to make necessary adjustments as needed based on animals captured.
  • Submit purchase orders of items needed to support the technical program, i.e. medical supplies, PPE, etc. and verify receipt
  • Operate boats, forklifts, pallet jacks and bobcats. Ability to obtain Boat Class II certification within 90 days of hire.
  • Participate in interviews of applicants for census positions with the PM as requested
  • Responsible for new employee orientation for technical/clinical activities to ensure expectations are understood.
  • Identify, respond, and provide first response care to macaque exposures following SOP guidance.
  • Provide necessary census and colony demographic information to the PM as needed to brief the Morgan Island ACUC as requested. Participate with the ACUC Committee to respond to any technical or medical records questions as requested.
  • Maintain open communications with the PM and COR as necessary to ensure they are briefed and up to date on clinical and technical aspects of the program.
  • Coordinate with PM the scheduling of the quarterly report to be presented to the COR within 15 days of the end of the quarter.
  • Ensure that the annual USDA report is compiled, accurate, and reviewed by the PM prior to being submitted to the COR by Oct 15th of each year.
  • Work closely with the PM to ensure proper scheduling of part time processors and the required medical clearance are in place to facilitate their participation in processing.
  • Assist the PM with maintaining the required government property list on a monthly basis.
