Description
NORCAP works to improve aid to better protect and empower people affected by crisis and climate change. We do this by providing expertise and solutions to humanitarian, development and peacebuilding partners, because we believe working together is the best way to reduce needs, risks and vulnerability over time. We seek and promote more effective ways of working at the global level and in the field. NORCAP’s aim is not only to reduce needs, but also to create choice and opportunity for vulnerable people. NORCAP works with and through our partners to improve aid in two complementary ways: • We provide targeted expertise to strengthen our partners’ response. • We collaborate with partners to develop solutions to un‑met gaps and challenges. This assignment contributes directly to NORCAP’s commitment to strengthen protection outcomes through evidence-based coordination and community-focused approaches. NORCAP is supporting the Protection Cluster in Ukraine, led by the United Nations High Commissioner for Refugees (UNHCR), which coordinates protection efforts across humanitarian actors. In 2026, the response aims to reach millions of internally displaced people (IDPs), with a strong focus on evacuations, frontline response, and safeguarding people at risk of exclusion from essential services. In Eastern Ukraine, partners work closely with local authorities and civil society to address protection risks linked to displacement, insecurity, and access to services. THE ROLE The Assistant Protection Cluster Coordination Officer will support the Protection Cluster in Eastern Ukraine to strengthen data-driven protection coordination, with a focus on population movements, evacuation trends, and community-level risks. Success in this role means improving the quality and use of protection data, strengthening local partner capacity, and enabling timely, principled responses that better meet the needs of people affected by displacement. This position is based in Dnipro, Ukraine, with frequent travel across Eastern Ukraine, and is offered as a 6‑month assignment. The Assistant Protection Cluster Coordination Officer will report to the Protection Cluster Coordinator.   Ukrainian citizenship is required for this role.  The Norwegian Refugee Council (NRC) is a global humanitarian organisation helping people forced to flee.  Join us in assisting millions of people in areas where others cannot, tackling some of the world's most dangerous and difficult crises. You can expect a supportive culture and an open dialogue with management. We are committed to diversity, equity and inclusion.  Together, we save lives and rebuild futures. Safeguarding is central to NRC’s work. We expect all employees to:  • treat everyone with respect and dignity  • contribute to building a safe environment for all  • never engage in any form of exploitation, harassment and specifically sexual exploitation, abuse and sexual harassment (SEAH)  • always report. NRC has a zero-tolerance approach to inaction against exploitation, abuse and SEAH At NORCAP, we work to better protect and empower people affected by crises and climate change.
