The NYS Office of Mental Health is seeking qualified candidates for a full-time Assistant Research Scientist, Grade 16, to support statewide public mental health quality improvement initiatives with the New York State Office of Mental Health’s Office of Population Health and Evaluation (OPHE) Team. OPHE’s Implementation Team facilitates several statewide quality improvement projects and clinical implementation efforts, including provision of training, technical assistance, and evaluation at programs such as outpatient mental health clinics, hospitals, and care management agencies. The goal of these quality improvement projects is to foster data-driven quality improvement and clinical decision making to improve the safety, efficiency, and quality of mental health care in New York State.
The Assistant Research Scientist will assist in outreach and technical assistance for the Hospital and Community Connections project, a statewide effort that aims to improve communication and collaboration between hospitals and community providers when an individual is experiencing a behavioral health crisis. Hospital and Community Connections involves facilitating and planning the implementation process among regional stakeholder groups, including occasional travel throughout the state. In addition, the position assists the public health community in using the Psychiatric Services and Clinical Knowledge Enhancement System (PSYCKES) application - PSYCKES is an award-winning web-based application designed to support quality improvement and clinical decision making and is currently in use by over 400 provider agencies in New York State as well as state agencies, county governments, health homes and managed care organizations.
Candidate must be a highly organized individual with a strong attention to detail, relate well to a diverse group of project stakeholders, and can work both independently and as a part of a team.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in psychology, sociology, social work, public health, or a related social science field and one year of full-time work experience in any setting. Thirty credit hours of graduate study in an appropriate field may be substituted for the year of experience.
  • One year of customer service experience
  • One year of experience with all Microsoft Office applications, including Excel and PowerPoint.

PREFERRED QUALIFICATIONS:

  • Master’s degree in psychology, sociology, social work, public health, or a related social science, clinical, or research field
  • Two or more years of full-time work experience in any setting
  • One year of experience in a health or mental health setting and/or with health or mental health services research
  • Strong interest in and/or familiarity with front end applications and information technology systems
  • Experience using online survey-making tool
  • One year of experience maintaining databases
  • Two years of customer service experience.

Responsibilities
  • Coordinate data collection activities including creating/modifying data collection instruments, e.g., online surveys and PDF forms.
  • Establish and maintain systems for tracking and updating project materials.
  • Develop tracking spreadsheets and monthly/quarterly progress reports using Microsoft Word and Excel.
  • Draft and send project communications.
  • Schedule in-person meetings/calls/provider interviews; support travel coordination; prepare meeting materials; take detailed minutes and notes; lead and facilitate meetings; synthesize meeting information for dissemination.
  • Travel on occasion to provider sites and in-person stakeholder meetings.
  • Qualitative and quantitative data analysis.
  • Support the development of products to disseminate findings including PowerPoint presentations for conferences, written reports for internal and external (public) distribution, and manuscripts for publication.
  • Provide support via phone and e-mail to project participants and PSYCKES users, including processing requests for information, investigating, and resolving reported issues, and updating tracking forms and managing databases, and participating in a weekly Service Now meeting to review tickets.
  • Participate in quality testing for the PSYCKES application
  • Attend defect review meetings, track defects, and communicate with members of the data analysis and programming team.
  • Develop/update training materials, coordinate and lead trainings including presentation or breakout session facilitation
  • Manage registration processes
