POSITION SUMMARY

The Assistant Superintendent of Facilities and Capital Programs supports the vision of Detroit Public Schools Community District (DPSCD) by providing executive-level leadership over all facilities management and capital program initiatives. This leader will ensure that the District’s 12+ million square feet of educational and administrative facilities remain safe, functional, and conducive to student learning.
The Assistant Superintendent will direct the planning and execution of more than $700 million in active capital improvements, oversee daily facility management operations, and develop systems that ensure accountability, vendor compliance, and sustainable long-term investment in district infrastructure. This position will also lead the energy savings program, Environmental Health & Safety operations, auxiliary services, and performance metrics to drive efficiency and protect district assets.
This position does not administer instructional programs and does not require an administrator certification.

QUALIFICATIONS

  • Must possess a Bachelor’s degree in Architecture, Engineering, Construction Management, Urban Planning, Public Administration, or a related field from an institution accredited by the North Central Association of Colleges and Secondary Schools.
  • Master’s degree and/or professional licensure in architecture, engineering, or certified construction management preferred.
  • At least ten (10) years of progressive experience in facilities planning, construction management, school operations, or a related field, including at least five (5) years of senior management experience leading large-scale capital improvement or facilities programs.
  • Minimum five (5) years senior management experience overseeing complex, multi-million-dollar facilities or capital improvement programs in a large urban district or public sector environment.
  • Demonstrated experience managing outsourced facility vendors, ensuring compliance with contracts, and enforcing accountability systems.
  • Proven ability to manage diverse teams, engage with school and community stakeholders, and implement equity-focused infrastructure strategies.
  • Strong background in building operations, budget management, procurement, and contract negotiations.

Responsibilities

Under the direction of the Deputy Superintendent, Operations, the essential functions of the Assistant Superintendent of Facilities and Capital Projects include:

  • Strategic Leadership & Planning

    • Provide executive leadership for all facilities, capital programs, and auxiliary services, including oversight of preventive maintenance, custodial, grounds, real estate, warehouse & logistics, community use of schools and capital construction.


    • Oversee the strategic direction of the Facilities Master Plan implementation, guiding long-term district facility investments and ensuring alignment with academic and operational goals.



      • Design, implement, and enforce district-wide SOPs for facilities and capital operations, addressing:

        • Timely and transparent approval routing for repairs, materials, and capital project funding.

          • Vendor obligations to secure formal written approvals before proceeding with work.

            • Defined escalation protocols to address emergencies without undermining established processes.

              • Consistent standards for custodial readiness, mechanical/equipment inspections, and data reporting.

                • A change over program to issue projects to capital teams and returning completed projects to facilities teams.


                  • Lead transition from spreadsheet-based reporting to a full Computerized Maintenance Management System (CMMS), ensuring data-driven decision-making.



                    • Set district-wide standards for vendor performance, including mandatory training manuals and cost-reduction strategies.



                      • Refine vendor Key Performance Indicators (KPIs) to ensure accountability in areas such as:

                        • Building cleanliness survey results and compliance monitoring.

                          • Timely completion of work orders (target: within 7 days).

                            • Preventive maintenance and emergency work order response.

                              • Cost-per-student efficiency, invoice accuracy, and adherence to budget guidelines.
                              • Capital Project Oversight


                                • Participate in community engagement sessions and ensure involvement of stakeholders.



                                  • Direct all phases of capital projects: planning, design, construction, commissioning, and closeout.



                                    • Implement a change over program to issue projects to capital teams and return completed projects to facilities teams.



                                      • Ensure timely and within-budget completion of all construction projects, with strong controls on scope and quality.



                                        • Provide regular progress updates for the Board of Education and senior leadership.



                                          • Oversee allocation of capital resources, ensuring that feeder patterns are served equitably.

                                          • Division of Facilities, Capital Projects, & Auxiliary Services Management
                                          • Supervise daily operations of facility management contractors, including custodial, maintenance, and building engineers.


                                            • Develop and enforce accountability systems including refined SOPs, and repair prioritization protocols to monitor custodial readiness, mechanical systems performance, and vendor compliance.



                                              • Address key operational challenges by eliminating discrepancies between vendor/staff self-reports and school-level observations.



                                                • Spearhead innovative RFPs for facility management and relocation services contracts that embed accountability, training, and efficiency measures to drive down operational costs.



                                                  • Ensure rapid response to school-level maintenance and emergency repair needs, minimizing disruption to student learning.



                                                    • Draft and implement sound policies and procedures for the management and disposition of vacant properties.



                                                      • Drive innovation in sustainability, energy efficiency, and environmental health initiatives.

                                                      • Fiscal Stewardship & Risk Management
                                                      • Develop and manage multi-year facilities, auxiliary services, and capital budgets.


                                                        • Identify and secure external funding sources, including grants and state/federal infrastructure programs.



                                                          • Strengthen financial structure for all capital projects and refinement of the e-builder implementation process through development of implementation strategies with IT and communication with the Finance Department.

                                                          • Oversee vendor contracts to ensure transparency, cost efficiency, and compliance.


                                                            • Implement risk management practices related to jobsite safety, environmental compliance, and contractor performance.



                                                              • Develop, implement, and evaluate in depth knowledge of diverse business functions and principles (e.g. analyze financial data for decision support and high level recommendation)

                                                              • Stakeholder Engagement & Communication
                                                              • Serve as primary facilities liaison to principals, ensuring timely communication on project scope, schedules, and budgets.


                                                                • Partner with district leadership and community organizations to foster transparency and build trust in facilities investments.



                                                                  • Provide clear reporting tools for board members, families, and the public on capital project progress and spending.

                                                                  • Supervise, evaluate and coach a team of project managers, directors, and facility program staff.


                                                                    • Build capacity among district staff and vendor partners through training, coaching, and accountability systems.
