ESSENTIAL QUALIFICATIONS:

The Assistant Superintendent shall:
1. Be able to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. This person must be able to respond to common inquiries from customers, regulatory agencies, or members of the business community. This person must be able to write speeches and articles for publication that conform to prescribed style and format. This person must be able to effectively present information to administrators, public groups/community and the Board of Education.
2. Be able to work with mathematical concepts such as probability and statistical inference. This person must be able to calculate and apply concepts such as fractions, rates, ratios, proportions, and percentages to practical situations.
3. Be able to use reasoning ability to skillfully manage human, physical, and financial resources; solve practical problems; and carry out detailed written or oral instructions. This person must be able to define problems, collect data, establish facts, and draw valid conclusions. This person must be able to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
4. Be able to relate, understand, and communicate with others in a way that contributes to harmonious relationships and mission accomplishment.
5. Be emotionally, mentally and physically capable of performing the essential functions of the job.
6. Be dependable, honest, and trustworthy; has never been convicted of a felony or other crime involving dishonesty, alcohol, drugs, or sexual misconduct. This employee must be committed to the service of others and always act in students’ and the district’s best interest.
7. Have a master’s degree in education or educational administration.
8. Have a valid Illinois Professional Educator License (PEL) with General Administrative endorsement; superintendent endorsement preferred.
9. Have successful experience as a school district administrator; two or more years of related experience and/or training preferred.

Responsibilities

LEADERSHIP RESPONSIBILITIES:

Directly supervises one executive secretary in the HR office and the building custodian. Provides operational oversight and guidance to building principals, assistant principals, act as special education program director. Carries out supervisory responsibilities in accordance with organizational polices, contracts, and applicable law.

LEADERSHIP RESPONSIBILITIES:

An executive leadership position requiring knowledge of the Illinois Administrative Code; knowledge of state and federal rules and regulations governing the employment process, such as the Illinois Labor Relations Act, the American with Disabilities Act, and Title VII of the 1964 Civil Rights Act; and skills related to problem solving, planning, supervising, organizing, and scheduling. This person is responsible for leading an administrator team who interviews and selects new employees; training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints; and resolving problems. Member of the Superintendent’s team with a central role in school district planning and analysis of current programs, support systems, and expenditures.

ADDITIONAL DUTIES:

In addition to the essential job functions as listed above, this employee shall perform such additional duties as requested by the supervisor or administrator including but not limited to the following:

  • Assist in an emergency with whatever tasks are necessary to ensure the safety and welfare of students; to safeguard and protect facilities, equipment, and materials; or to help prevent a disruption in educational services.

5.h. Engage in the following specific tasks as the Assistant Superintendent in a professional manner:

  • Participate on the Superintendent’s team.
  • Assist the Superintendent and staff to analyze educational problems and develop solutions to problems that ultimately improve daily operations.
  • Participate in regional, state, and professional organizations in staying abreast of human resource management, school reform, and other district-related issues.
  • Prepare and present oral and written reports to the public, staff, and Board of Education.
  • Assist in the development of School Board policies; monitor the administration of personnel policies and record keeping
  • Assist in the development of administrative guidelines; develop appropriate personnel manuals as needed to implement school board policies, state statutes, and ISBE regulations.
  • Develop, implement, and monitor procedures for the recruitment, selection, orientation, certification, professional development, and performance assessment for all employees.
  • Assist in the preparation of the School Board meeting agenda and prepare appropriate reports.
  • Provide oversight and leadership in the allocation and assignment of staff, reduction-in-force, and staffing new or growing programs and initiatives.
  • Anticipate HR problems and design processes and procedures to address them; empower others to make decisions and carry out responsibilities.
  • Prepare or oversee the preparation of district, state, and federal staff surveys, personnel reports, teacher service records, and program evaluations. Ensure that report formats meet all local, state, and federal reporting requirements.
  • Serve on the School Board’s negotiating team. Administer provisions of the collective bargaining agreement and/or district policy and procedures dealing with staffing, transfers, discipline, leaves, resignations, retirement, benefits, vacations, absences, and supplemental pay.
  • Advise and assist school principals and department supervisors in employment law, Board policies, Illinois statutes, and contract interpretation.
  • Supervise a substitute service for absent certified and support staff.
  • Direct the preparation and implementation of all interagency agreements involving the school district.
  • Conduct ongoing research and statistical projects that contribute to accurate HR planning and utilization.
  • Represent the District in all matters concerning student residency.
  • Perform the duties of a Hearing Officer for the School Board. This person must conduct student suspension and expulsion hearings.
  • Provide assistance to the equity coordinator in sexual harassment investigations.
  • Increase communication, understanding and cooperation between and among the district staff and the community
