POSITION DETAILS

The Center for Inclusivity and Equal Opportunity (the “Center”) was established by the Board of Trustees and the Chancellor for the City University of New York (“CUNY” or the “University”) in June 2024, as part of CUNY’s ongoing efforts to combat discrimination and harassment, and CUNY’s ongoing efforts to continuously foster understanding amongst our diverse community members. The Center is responsible for systemwide report management and compliance pertaining to discrimination and harassment; policy review, development, and implementation of all CUNY policies prohibiting discrimination and harassment, regular and comprehensive training and orientation for administrators implementing CUNY’s policies prohibiting discrimination and harassment, systemwide educational programming addressing discrimination and harassment, and monitoring and analyzing discrimination and harassment data obtained from all 25 campuses in the CUNY system and from the Central Office. The goal of the Center is to eliminate discrimination and harassment in the CUNY community, including discrimination and harassment that violates Title II, Title VI, Title VII, Title IX, and associated federal, state, and local civil rights laws.
The Center is seeking an Assistant University Title IX Manager to support the University Title IX Director with the effective administration of the University’s Policy on Sexual Misconduct and with the University’s compliance efforts arising out of federal, state, and local laws. To foster a safe, respectful, supportive, and inclusive learning, living, and working environment, the Assistant University Title IX Manager is responsible for assisting the University Title IX Director with the impartial and thorough management, guidance, administration, implementation, and coordination of strategic efforts, outreach, training, policies, and procedures addressing sex discrimination and sexual misconduct across the University’s twenty-five constituent schools and colleges. The Assistant University Title IX Manager may also serve as the co-investigator for reports of sex discrimination or sexual misconduct in the event of a conflict of interest at a constituent school or college.

Key responsibilities include, but are not limited to the following:

  • Assist the University Title IX Director in conducting proactive, unbiased, comprehensive, and timely investigations into sexual misconduct allegations, including gender-based violence and harassment and ensuring remediation of complaints when required under the Policy on Sexual Misconduct.
  • Manage the University adjudication and appeal process as outlined in the Policy on Sexual Misconduct.
  • Collaborate with the University Title IX Director to manage the online Sexual and Interpersonal Violence Prevention and Response training program for students, including training staff, revising curriculum, and overseeing campus compliance.
  • Partner with University stakeholders to effectuate campus climate surveys and develop policies, initiatives, and opportunities to increase awareness and improve services for campus groups (e.g., LGBTQI+, foster care students, international students, student leaders, and CCSD members).
  • Create, facilitate, and/or deliver appropriate education and training as required by Title IX of the Education Amendments of 1972 and New York State Education Law Article 129-B ("Enough is Enough") for University stakeholders, including Title IX Coordinators and investigators, members of the Department of Public Safety, Student Affairs and Human Resources professionals, and others who serve a role in the procedures outlined in the University’s Policy on Sexual Misconduct.
  • Respond to inquiries and requests from Title IX Coordinators and investigators; assist in identifying appropriate external resources.
  • Update university-wide templates used during the reporting, investigation, adjudication, and appeal stages of matters falling under the Policy on Sexual Misconduct.
  • Monitor university-wide compliance with Title IX, Enough is Enough, the New York State Model Sexual Harassment Policy, and the Policy on Sexual Misconduct.

QUALIFICATIONS

Minimum:
Bachelor’s degree and six years’ related experience required.

Preferred:

  • Formal Title IX Coordinator or investigator training with extensive experience investigating, mediating, and resolving complaints alleging sexual violence or sexual misconduct, harassment, retaliation, or equal opportunity discrimination involving faculty, staff, students, or the public.
  • Knowledge of employment and educational regulatory requirements, guidelines, and procedures for the administration of federal and state laws on civil rights particularly Title IX and Clery Act with ability to interpret, consult and advise on the application of these laws and regulations.
  • Excellent written, verbal, and presentation skills.
  • Strong interpersonal communication, mediation, dispute resolution, consensus building, and negotiation skills with a collaborative style to work effectively with diverse internal and external constituents.
  • Detail oriented and accurate with exceptional critical analysis, research and evaluation skills, and ability to be decisive and draw valid conclusions.
  • Strong organizational skills with ability to establish plans, manage a large and varied workload of assignments with conflicting priorities, follow up, and complete work by prescribed deadlines.
  • Computer proficiency using standard office programs (Word, Excel, PowerPoint, SharePoint), legal software (Westlaw, Lexis,), e-mail/scheduling programs (Outlook) and virtual meeting/conferencing and collaboration tools (MS Teams, Zoom, etc.).
  • Commitment to public service, service excellence, inclusion, equity and professional integrity to manage sensitive work, exercise sound judgment and discretion, ability to thrive in a demanding, multi-faceted, and time-sensitive office.
  • Flexibility to work some evening hours.
