Description

Under the direction from an Accounting Administrator I (Supervisor), the Associate Accounting Analyst performs budgetary and fund accounting responsibilities which includes, but is not limited to, analyzing and monitoring of appropriations and expenditures; proper recording of accounting activity posted by the State Controller’s Office, preparing monthly general ledger account reconciliations and Plans of Financial Adjustment, establishing reporting requirements and operating procedures, developing and analyzing monitoring reports, preparing GAAP and Legal basis financial statements and various related year-end reports and resolving findings from internal and external financial and compliance audits.
This position requires an understanding of the entire State Fund Accounting process along with the ability to use the necessary computer applications such as Excel, Word, Microsoft Outlook, PowerPoint and Advantage system.

Desirable Qualifications

In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • The ability to analyze routine to complex accounting issues and other information and draw sound conclusions and decisions to ensure proper accounting transactions.
  • The ability to work independently with a minimum of supervision in carrying out assigned duties and responsibilities; analyze complex financial data, research and analyze data, draw sound conclusions, and develop an effective course of action including alternatives upon which to base valid decisions.
  • The ability to express complex ideas and information clearly, concisely, and logically, both orally and in writing, to management, supervisors and employees.
  • Knowledge and Experience with Year-End Reporting, Budgetary legal and GAAP.
  • Knowledgeable with automated accounting systems and reporting tools.
  • Knowledge of California State budget, GAAP, GASB, SAM, UCM and the ability to apply fiscal policy to report criteria.
  • Excellent communication and interpersonal skills.
