QUALIFICATIONS

To qualify for pay band 3B, you must meet the following:
Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4a (GS-13) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: experience with congressional and legislative affairs issues relevant to international development, foreign policy or related issues; drafting federal authorizing or appropriations legislative language; attending program briefings, congressional hearings, markups and other informational meetings to track legislation; representing an organization in meetings with U.S. House of Representatives, U.S. Senate, and their staffs, and presenting congressional/legislative point of views; monitoring and analyzing legislative issues that involve or impact the programs of an agency/organization; and conducting research and preparing legislative-related memoranda and documents. Note: This experience MUST be well documented within your resume or application.
PART-TIME OR UNPAID EXPERIENCE: Credit may be given for appropriate unpaid and or part-time work. To receive credit you must clearly identify the duties and responsibilities in each position held and the total number of hours worked per week.

Responsibilities:

  • Establishes and maintains broad professional working relationships with relevant congressional committees, as-well-as with individual members of Congress and congressional staff that have an interest in MCC policy issues.
  • Leads the planning and execution of briefings for senior management officials and supports the meetings of MCC officials and staff with Members of Congress and their staff.
  • Provides advice and assistance to officials and staff of MCC when responding to congressional contacts and requests for action. Conducts research and drafts legislative related Memoranda and documents.
  • Designs and executes legislative strategy for MCC to present issues and facts affecting MCC’s mission to reduce global poverty through the promotion of sustainable economic growth to key Members of Congress and their staff.
  • Monitors agency programs and activities of legislative, oversight, and representational interest in assigned program subject areas.
  • Attends program briefings, Congressional hearings, mark-ups and other informational meetings to track legislation that concerns or affects MCC.
  • Represents MCC in meetings, both with Members of Congress and their staff.
  • Identifies opportunities to promote the MCC in congressional districts and in conjunction with appropriate regional groups, institutions, and organizations, and pursue the execution of those opportunities for the CEO and other members of senior management.
  • Performs related duties as assigned.
