ESTATES OFFICE PROJECT MANAGEMENT AND DEVELOPMENT PLANNING SECTION Associate Director of Estates (Project Management and Development Planning) (25260485) Reporting to the Director of Estates, the Associate Director of Estates (Project Management and Development Planning) will lead a team of building professionals to manage a wide range of campus development projects. Responsibilities: Oversee the design and project management matters for the University – from formulation of projects at inception, through design and tender preparation, to construction administration and quality control and ultimately handover to end users; Formulate Campus Master Plan and identify opportunities for ongoing improvement to the physical environment of the University for meeting the growing demand of teaching, learning and research through UGC and private funding by: Major Capital Works; Alterations, Additions, and Improvement Works (AA&I); Small-scale campus enhancement works; Lead and manage a multidisciplinary team of external consultants and internal project managers to deliver performance, ensuring projects meet time, cost, quality, sustainability, and safety targets; Champion user engagement and translating stakeholder needs into clear project briefs and outcomes; Support academic and non-academic units of the University on space related matters by providing: ln-house conceptual design and feasibility studies; Presentation to relevant committees comprising senior management of the University; Strategies to maintain cost effectiveness from procurement of consultancies, through tender packaging entitlement to financial support; Oversee the repair and maintenance of the campuses (except building services) and implement planned and preventive measures to ensure the continuing operation of the University; Manage the space inventory of the University's campuses and liaise with UGC on space shortfall regarding entitlement to financial support; Establish robust governance, stage-gates, and reporting protocols, with clear KPIs and outcomes; Oversee budget planning for campus projects, and conduct systematic safety risk assessments to ensure compliance with relevant regulations; and Perform other tasks as required by the Director of Estates. Requirements: A recognised professional degree in Architecture; Registered Architect (HK) with at least 20 years of relevant post qualification experience; Authorised Person (Architect); Strong communication skills in both written and spoken English and Chinese and proficiency in computer applications in relation to project management and construction administrations; Strong stakeholder engagement skills, adept at collaborating with the academia and other administrative offices; and Ability to manage multiple projects in a dynamic and changing environment with a service-orientated mindset and positive manner to communicate with others. The initial appointment will be offered on a fixed-term contract of three years. Re-appointment thereafter will be subject to performance review, mutual agreement and availability of funding.
