SALARY: $65K - 85K commensurate with experience and education ESSENTIAL FUNCTIONS RECRUITMENT & RECORD KEEPING Oversee and manage advertising for staff positions and coordinate the collection and distribution of all personnel applications and résumés to appropriate departments. Review and assist with approvals for administrative interdepartmental transfers and employment documents for new hires and volunteers, ensuring compliance with Salary Administration Plans and established practices. Conduct and/or coordinate reference checks, background checks, and pre-employment drug screenings for new hires, volunteers and independent contractors based on established practices. Evaluate hiring practices on an ongoing basis to ensure alignment with YMCA needs and compliance with federal and state employment laws. Maintain complete and accurate personnel files and required documentation for all current and former employees. Respond to external employment verification requests in a timely and professional manner. Oversee and monitor staff certifications through monthly certification reports and address any concerns with supervisors and designated staff. BUDGET Assist in the development, administration, and oversight of the Human Resources budget, ensuring adequate support for staff recruitment, training, and employee recognition initiatives. PERSONNEL MANAGEMENT Directly supervise the Assistant Human Resources Director and support the development and supervision of volunteers within the Human Resources Department. Provide clear verbal and written guidance to Management and Coordinator-level staff to ensure compliance with human resources policies and procedures. COMPENSATION AND EMPLOYEE BENEFITS Administer group health benefits, retirement benefits, and Paid Time Off benefits. Maintain Paid Time Off calendar via the Directors calendar Assist with recordkeeping for compensation and employee benefits programs, including job descriptions and job classifications. Monitor pay practices to ensure adherence to salary administration plans, FLSA requirements, and applicable federal and state regulations. EMPLOYEE RELATIONS Serve as a confidential resource for staff, providing guidance and support on work-related issues. Keep the Human Resources Director informed of employee concerns or emerging issues. Assist in the planning, development, and monitoring of employee recognition programs and events. COMMITTEES Assist with preparation, coordination, and participation in Human Resources Committee meetings as needed. TRAINING AND STAFF MEETINGS Attend and participate in all mandatory trainings (e.g., Blood Borne Pathogens, Child Abuse Prevention, and New Staff Orientation, etc.) within required timeframes and maintain all certifications and memberships as required. Participate in staff meetings and approved YMCA or industry trainings to remain current with employment laws and best practices, and share relevant updates with supervisors and designated staff. Provide Human Resources orientation for Director and Coordinator-level staff. RISK FACILITY MANAGEMENT Manage and monitor workers’ compensation incident reports and oversee follow-up reporting in collaboration with the Assistant Human Resources Director and Chief Operations Officer. Report incidents in accordance with guidance from the Chief Operating Officer or designee. Prepare incident data reports to support risk management and prevention efforts. Ensure the safety of YMCA members and participants and support the care and maintenance of YMCA facilities and program environments. Report all accidents, incidents, and emergencies within 24 hours to the Chief Executive Officer, Risk Manager, and/or designee, in accordance with YMCA standard operating policy. Maintain confidentiality regarding all reported incidents. QUALITY ASSURANCE Support the planning, delivery, and maintenance of high-quality programs, facilities, and program environments. Follow YMCA best practices and ensure programs meet or exceed Westfield Area YMCA standards. OTHER FUNCTIONS Provide recommendations to the Human Resources Director regarding best practices and federal/state requirements related to Human Resources. Periodically serve as Manager on Duty (MOD), assisting Building Supervisors with operational questions or concerns and/or substitute for Building Supervisors. Substitute as needed and perform additional responsibilities as assigned by supervisor or designee. Requirements Bachelor’s degree in Human Resources, Business, or related field HR certification (PHR preferred) Minimum of 5 years HR experience; non-profit or YMCA experience a plus Exceptional organizational skills and the ability to manage confidential information with discretion. Strong communication, problem solving, and conflict-resolution skills. Ability to handle sensitive and confidential information with professionalism and integrity Proficient in Microsoft Office suite Must obtain BLS, First Aid and Emergency Oxygen certifications within first 30 days of employment and be able to perform procedures in accordance with required trainings (training will be provided on-site).
