The Associate Director – Procurement Compliance, Audit, Learning and Development is responsible for establishing and overseeing the organization's procurement compliance strategies, conducting comprehensive audits, and implementing robust learning and development programs. This role is crucial in ensuring adherence to regulatory standards, developing a culture of continuous improvement, and promoting compliance awareness across the organization. 1. Strategic Leadership in Compliance and Audit: Develop and implement a strategic framework for procurement compliance, ensuring alignment with local and international regulations as well as internal policies. Lead the design and execution of procurement audits, identifying risks, non-compliance issues, and opportunities for organizational improvement. Monitor implementation of corrective actions derived from audit findings, ensuring ongoing compliance enhancements. 2. Learning and Development Programs: Oversee the design and deployment of comprehensive learning and development initiatives focused on procurement compliance and ethical standards. Collaborate with HR and other departments to ensure that training programs are relevant, accessible, and effectively delivered. Assess the effectiveness of training programs and update them as necessary to meet organizational needs. 3. Risk and Policy Management: Establish risk assessment protocols to proactively identify procurement-related risks and devise mitigation strategies. Work in close coordination with internal stakeholders to establish a culture of compliance throughout the procurement process. 4. Team Leadership and Development: Lead and mentor the compliance, audit, and L&D teams, fostering a high-performance culture and facilitating professional growth opportunities. Continuously assess team capabilities and provide necessary training and support to ensure excellence in all compliance-related functions. • 12+ years of experience in procurement compliance, audit, or learning and development roles, preferably within large-scale projects such as construction, real estate, or urban development. • Bachelor’s or Master’s degree in Law, Business Administration, Audit, or related fields. Relevant certifications (e.g., CIA, CIPS, CRCM) are a plus. • Exceptional knowledge of local and international procurement regulations and industry standards. • Strong analytical skills with the ability to derive insights from compliance data and audits. • Proven leadership experience in managing cross-functional teams and influencing stakeholders. • Excellent communication skills, fluency in English is required; proficiency in Arabic is advantageous. • In-depth understanding of the local cultural and business landscape in Saudi Arabia and experience working in the region.
