PER CCR 249.3, THIS JOB CONTROL MAY BE USED TO FILL SUBSEQUENT VACANCIES.

Under the direction of the Staff Services Manager I (SSM I), the Associate Governmental Program Analyst (AGPA) independently performs the more responsible, varied, and complex technical analytical staff services assignments duties such as Federal grants, fiscal analysis, program administration, budget planning, process analysis and improvement and continually provides consultative services to management and staff. The duties include, but not limited to:

  • Serve as the Federal Funds Management liaison with the Office of Grants Administration (OGA) in the Department’s Administrative Services Division to perform a wide range of contracting, organizational, and administrative related activities for a variety of Branch programs. Serve as the liaison to the U.S. Department of Agriculture (USDA) providing status and information concerning agreements with the Federal government.
  • Develop and implement a comprehensive tracking system for the programs to track the expenditure/recovery of federal funds to ensure correct amounts are posted on the budget. Evaluate monthly encumbrance, detail expenditure, and budget reports in FI$CAL to detect errors. Monitor county, university, and other services contracts related to the aforementioned federal agreements for expenditures and balances. Resolve problems and gather information for the preparation of application requests.
  • Analyze and evaluate problems or issues related to annual administrative reporting to ensure compliance with USDA grant administrative conditions by developing, revising and tracking program work plans between the State and County for budget and resource allocations for submission to the USDA. Proactively, provide recommendations to eliminate possible problems by finding resolutions to them.
  • Prepare federal invoices and all necessary back up documentation for reimbursement. Formulate timelines regarding correct and proper submission of the invoices to Federal agencies. Work with CDFA’s Financial Services Branch (FSB) to reconcile payments and ensure funds are applied to correct agreement and fiscal year.
  • Develop and implement a comprehensive financial spreadsheet to track the expenditure/recovery General Fund, Agriculture Fund and Special funds to ensure fiscal information is reflected accurately and posted to the program’s budget. Conduct studies for inconsistencies within these funds program cost allocations, report issues and recommend solutions to upper management regarding any discrepancies.
  • Oversee and analyze budget and fiscal instructions from CDFA’s Budget Office and/or the Department of Finance and relate findings to SSM I and Program Supervisors to ensure prompt and accurate responses. Perform initial breakdown of monthly budget printouts in FI$Cal (or current CDFA accounting system), detailed statement of accounts, and financial statements for the Division. Monitor revenue balances, reports discrepancies, spending trends, and encumbrance levels to help the SSM I in preparing mid¬year and third quarter budget projections.
  • Serve as Branch liaison for inventory and records retention with CDFA’s Building Property Management Unit. Oversees completion of paperwork for vehicle and all equipment survey requests, issues and processes state identification numbers and reviews information for accuracy.
  • Oversee, reconcile, and monitor Exception Time Reports (ETRs) to obtain salary and benefit reimbursements for other program activities performed by Branch personnel, including reviewing personnel expenditures on budget reports to ensure correct charges and/or recoveries have been inputted and adjusted prior to submission to the Financial Services Branch.

Working Conditions
The incumbent works in the Administrative Office Suite near the SSM I and the Branch Chief. The office is equipped with standard office tools and equipment including desk, ergonomic chair, phone with voice mail, computer, calculator, bookcases and file cabinets. A computer and copier are used frequently and there is a shared fax available. PPDB houses five scientific laboratories (Botany, Entomology, Plant Pathology, Nematology, and Seed Lab).
PPDB is located near public light rail transportation and offers free parking.
This position is eligible to participate in the CDFA’s telework program. Participation in telework is subject to the CDFA’s Telework Policy guidelines.
