Organizational Setting and Reporting Relationship The position of Associate Operations Officer is assigned to the Regional Cooperation and Integration and Trade Division (CCRC) within the Climate Change and Sustainable Development Department (CCSD). CCSD leads thematic operations, knowledge innovation, and partnerships. You will be based at our Headquarters in Manila, Philippines. You will report to designated international staff and/or officer. Your Role As an Associate Operations Officer, you are expected to support project administration, knowledge management, technical assistance (TA) planning and administration, and work program and budget monitoring. You will coordinate and manage data and information of bank-wide RCI operations including analytical and statistical support, RCI knowledge management, and consolidate information on ADB-wide issues. You will: • be responsible for TA processing, including concept note preparation, TA drafting, interdepartmental review circulation, and approval process; • play key role in the implementation of the CCRC TAs, including support for consultant engagement; • coordinate with regional departments and sector groups to collect, process information and data on RCI tagged projects; • prepare briefing notes and monitor ADB-wide issues and topics for management's attention; • support activities of the RCI Steering Committee, including preparation of meeting agenda and minutes, and coordinating with members on meeting schedule; • organize CCRC events, including RCI Conference, training and workshops, and other conferences and forums; the preparation of CCRC knowledge products; and other duties as may be assigned. You will need: • Bachelor’s degree in economics or equivalent preferably with advanced training. • At least 5 years of work experience preferably in operations in multilateral development banks or similar organizations. • Experience preparing reports, presentations, or manuals for management or board review. • Good understanding of Technical Assistance processing and implementation procedures. • Good working knowledge in consultant engagement and contract management. • Written and verbal proficiency in English. • Proficiency in productivity tools, databases, and other applications commonly used in multilateral organizations. • Good working knowledge of procedures, formats and standards relevant in the performance of work. • Experience managing multiple tasks, including coordinating schedules, documents, and project deliverables. • Experience collaborating with different background and nationality. • Please refer to the link for ADB Competency Framework for TL4. This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff’s particular blend of skills and experience in the foreseeable future; and (b) Staff’s performance is satisfactory and they are suitable for further employment.
