To support our growth, ICF is seeking an Associate Program Manager to support a variety of utility rebate and/or energy conservation programs in Virginia. Working closely with the senior portfolio managers, this individual will be responsible for monitoring and supporting the successful delivery of operations across multiple functional areas, including internal operations, recruitment, client support, and stakeholder management. Candidate will also perform outreach services to secure sound results for program, resolve service customer inquiries, and assist with the overall delivery of energy conservation programs.

WHAT WE NEED YOU TO HAVE (MINIMUM QUALIFICATIONS):

  • Bachelor’s degree in Business Admin, Energy, Environmental Studies, policy, or related field (or applicants can substitute one year of related experience for one year of education)
  • 2+ years of experience in construction, energy efficiency programs and/or related experience
  • Must have a valid driver’s license and successfully pass a Motor Vehicle Records (MVR) check

WHAT WE WOULD LIKE YOU TO HAVE (PREFERRED QUALIFICATIONS):

  • Energy-related project and/or program implementation experience.
  • Experience with field diagnostic tools, specifically a blower door and duct blaster
  • Familiarity with energy modeling software platforms REM/Rate or Ekotrope
  • Building and maintaining relationships with key market actors in the residential construction industry including home builders, architects, engineers, contractors, real estate agents, home energy rating specialists, and developers
  • Knowledge of residential energy-efficient building applications, renewable technologies, or high-performance construction practices and technologies
  • HERS Rater / BPI Certified (Willing to help candidate get certified/trained)
  • Public speaking experience

PROFESSIONAL SKILLS YOU WILL USE:

  • Ability to work with all levels of internal staff, as well as outside clients and vendors
  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)
  • Ability to apply detailed knowledge of organizational procedures to make independent decisions and serve as a credible resource for a senior management team
Responsibilities
  • Supporting energy-related customer programs, such as Residential New Construction, ensuring overall program success including on-time and on-budget program delivery, deliverable quality, and client satisfaction.
  • Conduct trade ally outreach and recruitment across the Commonwealth of Virginia by presenting program offerings and distributing program marketing material to raise program awareness across multiple strategic trade ally locations including homebuilder associations, building departments, permit offices, lumberyards, and more.
  • Overseeing program performance, including financial management, contract deliverables, strategic planning, quality assurance, and operational efficiencies.
  • Provide program-specific guidance to assist builders, developers, architects, engineers, contractors and other trade allies in navigating utility-sponsored new construction programs. Must be able to effectively communicate and maintain relationships with both technical trade allies and non-technical audiences.
  • Attend events to build and maintain relationships with key market actors in the home improvement industry including architects, engineers, contractors, energy raters, consultants, home inspectors, public officials, public interest groups, and customers.
  • Conduct regular data analysis related to project completions, enrollment pipelines and participant information and assist in the development and maintenance of the Performance Dashboard.
  • Prepare status reports to accurately describe and monitor progress towards program goals on contractor/consultant participation and the completion of eligible projects.
  • Maintaining ongoing communications with clients for program status updates, pipeline management, and stakeholder feedback.
  • Must have a reliable vehicle for local travel. Requirements are between 20% to 50% of the time throughout Virginia for program recruitment and engagement, meetings, events, conferences and other duties (reimbursement for mileage provided)
