This position plays a critical role in supporting the Capital Markets AMLRO Office’s oversight of regulatory compliance, quarterly attestations, inherent risk assessments, and service level agreements. Key accountabilities are described below:
- Lead the execution of the CM AML Regulatory Compliance Management (RCM) Framework across BMO CM jurisdictions:
- Keep informed of changes in regulatory requirements and AML legislation in the various jurisdictions where BMO operates and analyze regulatory applicability across CM lines of business and legal entities
- Interpret AML legislation and regulatory requirements to identify appropriate controls to manage risk within BMO CM’s stated risk appetite. This may include recommendations to enhance existing controls.
- Handle ad hoc requests for regulatory interpretation to assist other teams within the AMLRO
- Maintain the inventory of regulations, controls, sanctions, issues, and associated mappings within the RCM in collaboration with Second Line and jurisdictional stakeholders as needed
- Act as trusted AML advisor to the various lines of business within BMO Capital Markets
- Prepare materials quarterly to support attestations to CAMLO, which entails preparing for and conducting meetings with business senior leaders as well as sharing pertinent materials with jurisdictional AMLRO representatives
- Articulate AML-related risk concepts and their relevance to each product/customer segment to senior leaders within CM on a regular basis
- Lead and assist with the periodic updates of reliance agreements between international Capital Markets Legal Entities and BMO North America to ensure outsourcing agreements are built in accordance with global and specific local regulatory guidance:
- Update and maintain the inventory of reliance agreements functioning as global handoff controls and identify improvement opportunities
- Support strategic projects related to Outsourcing, Attestation reports and new technology developments for Regulatory Compliance
- Participate in regulatory submissions related to AML outsourcing across jurisdictions and remediation of gaps
- Support Inherent Risk Assessments (IRAs) on Capital Markets Assessable Units by identifying customer, geography, product and various other risks based on qualitative and quantitative data. Work closely with the Business and various other stakeholders to determine a comprehensive understanding of the inherent risks of their operations.

QUALIFICATIONS
Knowledge & Skills
- Knowledge and Background–
- Bachelor’s degree in Business, Finance, Law, or related field; CAMS certification preferred.
- 3-5 years of experience in AML compliance, risk management, or regulatory oversight within financial services.
- Strong understanding of and ability to interpret and apply global AML law and regulations.
- Communication and Other Core Skills -
- Excellent judgment and interpersonal skills that allow the incumbent to consult, influence and collaborate with different colleagues across various levels of management and business groups.
- Strong analytical, problem-solving skills and strategic thinking are key to this role.
- Ability to engage in difficult conversations in a neutral or positive way.
- Ability to confidently and succinctly present information and updates to stakeholders and senior management is also an asset.
- Additional Skills – High attention to detail, ability to manage multiple priorities and meet tight deadlines. Understanding of Capital Markets products, processes, structure and technology is preferred. Industry certification or designations in related areas of specialty is preferred. This role requires an individual with process efficiency and continuous improvement mindset. Proficiency with excel is an asset.
Primary Location: First Canadian Place (100 King Street) / Virtual
The salary range for this role is CAD $75,000 up to $85,000 (subject to negotiation and subject to the candidate meeting the specific skills, experience, education, and qualification requirements)
