Organizational Setting and Reporting Relationship The position of Associate Staff Development Officer is assigned in the Learning and Development Unit (BPOD-LDU) within the Budget, People, and Management Systems Department (BPMSD). You will be based at our Headquarters in Manila, Philippines. You will report to the designated international staff. Your Role As an Associate Staff Development Officer, you will serve as the program team lead for Sector and Thematic Learning (STL) under Technical Learning and Development. You will collaborate closely with the Sector and Thematic offices, the Climate Change and Sustainable Development Department (CCSD) and external stakeholders to build the capacity for cutting edge sectoral and cross-sectoral learning and development programs. You will: Program planning and design: Serve as primary learning partner between BPMSD and SDs / CCSD on learning strategy, programming and budget. Contribute to the design of a portfolio of STL programs for ADB staff. Identify training needs or support training need analyses and use these findings to support program design and collaborate with stakeholders on designing new programs and modification of existing programs as needed. Program implementation and management: Supervise the delivery of STL Programs. Collaborate with internal clients on options to ensure adequate participation in programs, across ADB Head Quarters and Resident Missions. Ensure programs are available in Excellerate (ADBs Learning Management System) to capture participant registration, completion, and evaluation and maintain learning program records. Coordinate with program organizers and relevant departments in ADB to ensure compliance to ADB guidelines and policies. Program evaluation: Help evaluate program effectiveness, provide analysis of participants' feedback, and offer recommendations to improve the effectiveness of future program delivery. Budget, systems and processes: Oversee the budgets for the programs under their management. Update and provide inputs for the program schedule, L&D catalogue and Excellerate. Support the enhancement and simplification of L&D systems and processes. Ensure program completion reports are captured and properly documented for evaluation and analysis. Other administrative functions: Supervise consultants as required, providing direction and oversight of their work. Provide inputs to Departmental/Division reporting as required. Address queries on L&D programs, policies and processes. Perform other duties that may be assigned or reflected in your work plan. You will need: Bachelor's degree in human resource management, learning and development or any sector or thematic discipline, preferably with advanced training. At least 5 years relevant work experience in the research, design, organization, coordination, implementation and evaluation of training programs. Some supervisory experience preferred. Experience in client-facing roles, including a capacity to understand clients' needs and respond with the most effective learning and development solution/s. Experience in managing learning and development programs, particularly on sector and thematic learning, would be an asset. Excellent written and verbal communication skills in English. This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
