Description:

QUALIFICATIONS

For the GS-14:You must have earned a professional law degree (J.D. or LL.B.) from a law school accredited by the American Bar Association, be an active member of the BAR, and have 3 years of professional legal experience with at least one year being equivalent to the GS-13 level.

PREFERRED QUALIFICATIONS: EXPERIENCE WORKING AS AN ATTORNEY WITH THE FEDERAL EQUAL EMPLOYMENT OPORTUNITY (EEO) LAWS. SUPERIOR LEGAL RESEARCH AND WRITING SKILLS, ABILITY TO QUICKLY AND PRECISELY ARTICULATE ANALYSES OF LEGAL POSITIONS, CAPACITY TO MODIFY WRITING AND PRESENTATIONS AS NEEDED FOR DIFFERENT AUDIENCES, OUTSTANDING ORGANIZATIONAL AND TIME MANAGEMENT SKILLS, AND ABILITY TO WORK WELL AS PART OF A SUPPORTIVE AND PROFESSIONAL TEAM.

Professional legal education above the first professional law degree may be substituted for experience required as follows:(a) The second professional law degree (LL.M) may be substituted for one year of experience (b) The third law degree (J.S.D) may be substituted for one year of experience beyond the LL.M.

Responsibilities:

  • Duties may include but are not limited to: Serves as a subject matter expert for EEOC staff and stakeholders.
  • Drafts guidelines, regulations, policies, guidance, technical assistance, opinion letters and other substantive interpretations of Commission policy on equal employment opportunity (EEO) laws enforced by the Commission.
  • Conducts reviews of proposed legislation, regulations, guidance, litigation, and policies to determine their impact on the Commission’s statutory mandates and/or existing policies for ADA, GINA, or other EEO-related issues.
  • Prepares drafts of talking points, and/or legal research memoranda for Commission consideration on issues where policy has not been previously established.
  • Meets with high level officials of the Commission, other governmental agencies, and congressional aides regarding complex legal matters on policy and procedures that could have nationwide impact.
  • Reviews regulations, guidance, technical assistance, and other materials prepared by other agencies, preparing written analysis of EEO considerations.
  • Advises EEOC staff regarding ADA, GINA, and administrative law issues for which there is no established precedent.
  • Provides training to EEOC headquarters and field staff concerning complex legal issues that arise in investigations and Federal sector complaints.
  • Provides education, training and outreach on significant ADA and GINA issues to other Federal agencies and to members of the public through participation in workshops, seminars and conferences.
  • Leads or advises key task forces or interagency working groups. Responds to stakeholder communications and media inquiries.
