OVERVIEW

We are seeking a skilled VTC Technician/Video Editor/Photographer to join our team supporting the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) National Center for Explosives Training and Research (NCETR). This role involves a diverse set of responsibilities, including video teleconference (VTC) and secure video teleconference (SVTC) management, course/research/conference support, maintenance management, photography and video production, and property management. The successful candidate will provide on-site technical and maintenance services for audio/video systems, including support for Extron and Crestron systems, and handle presentation PC repairs as needed. Daily travel to ATF properties on Redstone Arsenal and within Huntsville city limits, including explosive ranges, is required. The role demands technical expertise, multitasking abilities, and a commitment to safety and customer service in a dynamic, high-stress environment.
Hours of operation are Monday – Friday, 7:00 AM – 3:30 PM, with flexibility as needed by mission requirements. Limited overtime may be required with Contracting Officer (CO) approval, and rare emergency after-hours support is expected.

MINIMUM QUALIFICATIONS

  • Experience: Minimum of three (3) years of experience with Extron-based Audio/Video and teleconference systems; demonstrated ability in video editing, production, photography, preventative maintenance, servicing communications racks, and multitasking in high-stress environments.
  • Certification: Must possess or obtain Extron Programming Certification within the first 12 months of employment; knowledge of Crestron programming is required.

TECHNICAL SKILLS:

o Strong working knowledge of Microsoft Office products (e.g., Word, Excel, PowerPoint).
o Proficiency in video editing software (e.g., Adobe Premiere or equivalent), graphic design tools, high-speed camera operations, and AV system troubleshooting/repair, including minor presentation PC issues.

o Ability to manage file conversions, backups, and organization in systems like SharePoint.

  • Driver’s License: Valid driver’s license and eligibility to obtain a Redstone Arsenal badge.
  • Safety Compliance: Ability to follow explosive safety requirements and work in all weather conditions.
  • Soft Skills: Demonstrated ability to provide superior customer service, use political tact in professional dealings, and multitask effectively.
  • Background Check: Must meet ATF-04 Background Investigation Requirements.
Responsibilities
  • VTC/SVTC Management: Prepare existing VTC and SVTC equipment, connections, and briefings for classes and conferences; provide troubleshooting of equipment, including presentation PCs; complete quarterly preventative maintenance for ATF VTC and SVTC equipment.
  • Course, Research, and Conference Support: Receive and process work requests to create artistic, complex graphics for charts, publications, signs, pamphlets, student packets, and certificates using government-furnished PCs and Extron-based systems; test all ATF AV/VTC equipment to ensure proper working order prior to events; respond to routine work requests within 24 hours and emergencies within 2 hours; train employees and contractors on AV equipment use and maintenance; record training sessions, research projects, meetings, and conferences, transferring and editing media for upload to databases or websites; produce proofs, edit work from various sources, verify layouts/spelling/changes, revise/compile products, integrate data/graphics, review and recommend improvements, perform file conversions and backups; provide rare remote AV support for ATF training and conferences.
  • Video Recording and Editing: Provide AV support for video recording (using government-provided cameras like Phantom, Photronix, GoPro) in classrooms, labs, explosive ranges, and arson training facilities; transfer video media to editing computers (Mac OSX and Windows); edit videos using Adobe Premiere or equivalent software, incorporating classification headers/footers, titles, credits, transitions, stills/video mixes, variable frame rates, and watermarks; develop final products such as DVDs with menus or files for distribution via USB, email, etc.; organize, archive, and name raw/final products in a standardized format with metadata on government systems like Microsoft SharePoint 2013.
  • Maintenance Management: Manage maintenance and repairs of audio/video equipment; complete all preventative maintenance requirements.
  • Photography/Video Support: Provide photography services for research, ceremonies, awards, graduations, etc.; perform professional lamination, mounting, binding, and cutting as required; operate and manipulate high-speed camera equipment and software.
  • Property Management: Support property management tasks, including inventory and related services; complete various reports, spreadsheets, and computer-based projects using Microsoft Office programs.
  • Deliver superior customer service and demonstrate political tact in professional interactions; perform duties indoors and outdoors in all weather conditions; adhere to explosive safety requirements during daily travel to ATF properties.
