JOB DESCRIPTION:

The Treasury and Balance Sheet Management (TBSM) department of TD Bank is responsible for overseeing the management of TD’s consolidated non-trading market risk, funds transfer pricing measurement framework, funding strategies and liquidity risk, and capital position.
Enterprise Capital Management (ECM), within TBSM, is responsible for managing the bank’s capital adequacy and efficiency; capital allocation methodology; oversight on subsidiary capital management; coordinating regulatory advocacy; developing and reporting on the banks internal capital adequacy assessment process; supporting the analysis of corporate development opportunities; and forecasting and analyzing TDBG’s consolidated regulatory capital requirements

Reporting to the VP, Enterprise Capital Management and Funding, the AVP will lead a team charged with the management of the enterprise capital position. In this capacity, the role will engage with senior leaders across the organization and set incentives to provide for an appropriate and efficient enterprise capital position, and provide with advice on how strategic initiatives or crisis events may affect it. The individual will lead a team of professionals to deliver on the following mandate :

  • Lead the process of forecasting the Bank’s consolidated capital positions, and monitor progress against it, including developing and presenting surrounding analysis and implications to senior forums.
  • Provide insight to senior leadership regarding the drivers of changes in the spot capital position and how those factors contribute to changes in the bank’s expected future capital positions.
  • Develop levers to manage the trajectory of various enterprise capital metrics and socialize those opportunities with senior leadership,
  • Maintain and develop capital management policies and frameworks, including board and management policies, the Bank’s capital allocation guideline and capital adequacy assessment to support internal capital ratio target setting.
  • Set limits on capital consumption to promote efficient use of capital across the enterprise.
  • Monitor compliance with regulatory and internal capital limits.
  • Produce capital analytics and reports highlighting trends in capital consumption relative to internal expectations and peers.
  • Develop robust capital crisis management planning, including developing detailed playbooks on crisis capital management opportunities, and support effective crisis communication and governance.
  • Develop capital scenario analysis tools to enable senior leadership to understand how the capital position will evolve over a range of adverse scenarios.
  • Own compliance with various regulatory capital rules and regulations of which Treasury is the risk owner.
  • Manage capital distribution, issuance, and redemption decisions and processes in accordance with regulatory capital requirements and internal governance standards.
  • Provide senior management with the information required to make critical business decisions, including the implications of capital deployment, acquisition or divestiture opportunities.
  • Oversee competitive benchmarking of balance sheet and capital utilization, and recommend opportunities to senior management.
  • Work with business units to optimize subsidiary capital positions, manage various forms of parental support, and manage solo capital exposures.
  • Manage senior governance forums on capital.
  • Produce various regulatory reports for submission to the regulator.
  • Manage relationships with various stakeholders (including Segment Finance, Risk Management, and other areas within Treasury) to ensure consistent application and understanding of capital policies and guidelines.
  • Keep abreast of emerging issues, industry trends, and evolving regulatory requirements and assess potential impacts to various products and strategies employed by the Bank.

QUALIFICATIONS / SKILLS / EXPERIENCE:

Knowledge or experience in the following areas is considered necessary:

  • Substantial experience in Capital Management, Bank Treasury, or related field.
  • Expert knowledge and understanding of capital regulations and capital management practices in Canada.
  • Strong knowledge and understanding of financial services industry and TD’s balance sheet and businesses.
  • An independent thinker with strong critical-thinking skills and the ability to solve complex issues.
  • Ability to mobilize the organization and work across functions with various stakeholders to deliver results.
  • Familiarity with financial reporting concepts, accounting standards, and risk management concepts and practices.
  • Strong communication skills (verbal and written), with the ability to synthesis thoughts in a clear and concise manner.
  • Ability to plan, manage and prioritize multiple responsibilities while meeting tight deadlines.
  • Advanced analytical and problem solving skills.
  • Well-developed interpersonal, organizational, and negotiation skills.
