JOB SUMMARY
- June 1st, 2025, this position has a flexible work arrangement that allows for up to 50% telework with a minimum of 50% working in our office per month.
Under administrative direction, and reporting to the Enterprise Services, Advancement and Impact Area Manager, this position plans, develops, implements, monitors, maintains, and evaluates the Background Studies Division’s (BGS) including administrative services and internal support, business continuity, strategic workforce planning, technical writing, contract management, and payments and invoice processing. This effort constitutes a new business infrastructure that builds capacity and joins new resources and end products of five separate functions. Principal responsibilities are comprehensive and are evolving.
The incumbent in this position will –
- Determine and implement the workplan, organization structure, objectives, priorities, and policies of the Enterprise Services (ES) Unit that defines and guides the administrative services and supports capabilities will be developed, implemented, and maintained in support of the division and for all aspects of DHS’ statewide background study system.
- Determine, secure, and allocate staffing, financial, and other resources needed to accomplish statutory obligations, priorities, and objectives of the division; and to ensure effective use of human and fiscal resources in achieving BGS’ goals.
- Serve as technical expert and consultant on all matters related to the use of administrative services and supports’ data and analysis tools to ensure that BGS’ priorities are met in the most efficient and effective manner.
- Represent the BGS Division and DHS’ statewide background study system at engagements with counties, state and federal agencies, and tribal communities. Develop and maintain collaborative, professional relationships with internal and external stakeholders that supports BGS to accomplish and achieve its goals and objectives.

Four (4) years of experience in develop, implement or maintain administrative services and/or support programs.
Experience must demonstrate the following:
- Develop policies, procedures and/or the application of standard work processes.
- Maintain electronic document storage, databases, and record retention practices.
- Strategic planning and implementation of business initiatives.
- Determine, secure, and/or allocate staffing, financial, and/or other resources.
PREFERRED QUALIFICATIONS
- Comprehensive knowledge of the Background Studies Division (BGS) statutory obligations; and services delivered through DHS’ statewide background study system as well as the state and federal laws, rules, regulations, and legal processes governing BGS’ administration and management.
- Understanding of the overall contracts, systems, and software applications BGS utilizes, manages, and maintains; and the associated legislation/regulations, and funding streams.
- Knowledge of the policies, budget, service industries, and clientele associated with Minnesota’s public programs.
- Skill in successfully influencing, developing, and maintaining relationships with other state agencies, legislators, and the general public.
- Negotiation and conflict resolution skills.
- Excellent interpersonal and communication skills. Must be able to build constructive relationships and communicate clearly, effectively, and persuasively in writing, at meetings, and in public speaking.
- Variety of experiences working effectively with others from different backgrounds and cultures.
