Company Description IOTA Group a prominent Swiss International Technical Consulting firm specializing in heavy industries, is expanding its team! The Pemba Base Manager oversees all logistics operations across the Pemba support area, which includes the Muxara base, the representative office, port jetty, and airport. The position also acts as the Responsible for Safety and Environment on Site (RSES) for all logistics activities carried out in the Pemba region. The role covers the management of multiple logistics contracts, significant inventory volumes, vessel and flight traffic, and coordination of complex supply‑chain activities supporting drilling and project operations Job Description HSE Leadership & Compliance Serve as RSES for the Pemba support base, establishing safety and environmental objectives for all sites. Lead the on‑site Emergency Response Team and ensure adherence to HSE policies. Organize and follow up on HSE anomalies and incident investigations until closure. Promote safety awareness and conduct HSE meetings, toolbox talks, and site tours. Prepare bridging documents with contractors to ensure alignment with safety requirements. Logistics Base Operations Manage daily operations across Pemba locations: Muxara base, warehouses, quayside operations, port calls, and airport crew‑change activities. Supervise base refurbishment and maintenance activities. Oversee logistics services contracts (base services, camp services, offices). Coordinate and organize logistics support: storage, land transport, marine and aviation operations. Support additional company entities requiring logistics assistance. Port, Marine & Aviation Coordination Oversee quay operations handling approximately 3 vessel calls per week. Supervise airport operations with up to 5 flights per day during peak activity. Ensure safe and efficient movement of equipment, personnel, and cargo. Material & Inventory Management Oversee storage and handling of up to $100M of drilling equipment at Muxara Base. Ensure regular monitoring and reconciliation of physical stock. Manage land transport operations including 30 trucks and lifting equipment. Contract & Cost Oversight Manage more than $80M worth of logistics contracts. Conduct Service Quality Meetings (SQMs) with logistics contractors. Verify contractor timesheets, invoices, and performance against contract terms. Contribute to annual budget preparation and financial follow‑up. Team Management Lead a team of 5 direct reports, including supervising logistics teams across several locations. Take part in recruitment and onboarding of local staff. Coach logistics personnel in warehousing, yard management, HSE, and operational best practices. Procedures, Reporting & Governance Develop and implement logistics procedures for Pemba Base. Ensure procedures are understood, up to date, and fully applied. Maintain records, statistics, and produce weekly, monthly, and annual reports. Track KPIs related to logistics base operations. Keep management informed of any issues impacting safety, operations, or commercial activity. Qualifications Qualifications & Experience Required RSES certification/training. Degree in Engineering or Management Sciences. Minimum 10 years of experience in oil & gas logistics and materials management. Knowledge of legislation, company rules, and internal procedures. Strong command of English; Portuguese or French desirable. Knowledge of SAP modules (SCOT, UNISUP/UNISOL – MM & RLM) is an advantage.
