CMHC is an urban community mental health center with an exceptional 50-year tradition of serving individuals with serious mental illness. MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of professional experience in behavioral health care and a Master’s degree in a clinical discipline, public health administration, health care administration or hospital administration.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been supervising professional staff.
NOTE: For state employees this experience is interpreted at the level of a Behavioral Health Unit Supervisor, Developmental Services Supervisor of Case Management, Nurse Supervisor or Supervising Clinician.

PREFERRED QUALIFICATIONS

  • Clinical License in Social Work (LCSW)
  • Experience communicating with organization administrators, direct service staff and clients verbally and through written correspondence
  • Experience with leadership and supervision of a discipline or department
  • Experience with conflict resolution
  • Experience in liaison work across service systems
  • Experience facilitating staff training on and providing clinical assessments with clients with severe and persistent mental health and co-occurring disorders
  • Experience in the training and education of staff and students in clinical practice modalities
  • Experience working with social work schools and student field placement
  • Experience promoting Diversity, equity and inclusion.

SPECIAL REQUIREMENTS

Department of Developmental Services: Incumbents in this class may be required to maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse or psychologist.
Department of Mental Health and Addiction Services: Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.

Responsibilities

THIS POSITION WILL BE RESPONSIBLE FOR, BUT NOT LIMITED TO, THE FOLLOWING:

  • Overall administration and management of the social work department;
  • Oversee the day-to-day operations and developing policies and procedures for the Transitional Living Program (TLP) and facilitating admissions from statewide hospitals to this service;
  • Develop and implement Departmental of Social Work goals and standards;
  • Oversee the social work training program at CMHC, including mentorship for professional development;
  • Maintain contacts with area schools for social work, recruiting and selecting social work students, matching them with approved agency social work supervisors, and facilitating performance reviews as well as completion of required evaluations;
  • Facilitate student seminars and other learning opportunities for students; and
  • Provide leadership and direction for a team of social workers who provide direct services to clients, including assessment, counseling, and referral.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Mental Health and Addiction Services and Developmental Services this class is accountable for directing a clinical division, a clinical discipline or a clinical program within a specified geographic area.

  • Manages the staff and operations of a clinical program, discipline or specialized area;
  • Coordinates, plans and manages program activities;
  • Formulates program goals and objectives;
  • Develops or assists in the development and implementation of related policy;

  • Prepares or assists in preparation of program budget;

  • Ensures compliance with quality assurance findings and recommendations;

  • Initiates workforce planning and monitors staff utilization to meet identified goals;
  • Prepares or oversees preparation of reports;

  • May represent program in grievances and hearings;
  • May perform clinical duties;
