Job Description The Gloucester Department of Social Services is seeking a highly motivated individual to lead a dynamic team of individuals in the Benefits Program Unit.  The individual selected will set the standard for quality and quantity of work performed by the unit, manage budgets, implement human resource practices in the supervision of staff, establish and maintain good working relationships with others; interpret the program to the public, and participate actively in numerous committees within the agency and the community.   As part of the Benefits Program Unit, the selected candidate will work closely with other supervisory staff ensuring seamless operations of the Benefits Program unit and problem solve unexpected situations.    Responsibilities include but are not limited to: * Provide administrative and programmatic supervision to staff in areas to include Child Care, Medicaid, Temporary Assistance to Needy Families/Virginia Initiative for Education and Work, and the Supplemental Nutrition Assistance Program; * Reviews case management plans to include quality assurance of case management services; * Develops written guidelines for delivery of case management services; assigns caseloads to staff;  * Coordinates and monitors activities of staff; * Develop performance standards; * Holds individual and group meetings to review cases and provide guidance for complex cases;  * Reviews case records and evaluates performance of staff members; recommends indicated action; * Recommends hiring, disciplinary actions, transfer, promotion, and termination of personnel within the limits of appropriate statues, rules and regulations and policies, developing performance standards and preparing corrective action plans;  * Represents staff needs to senior management; * Prepares and implements internal operating policies and procedures; * Interprets regulation, policy and other program information changes to staff;  * Trains new employees in areas such as agency policy, department procedures and agency or government regulations; * Determines staffing needs and makes recommendations to management; maintains records and prepares regular and special reports; * Participates in developing and implementing agency administrative policy; * Makes decisions on controversial cases or presents them for higher level action; * Authorizes emergency assistance for applicants/recipients; * Services in a liaison capacity to other agencies and groups; * Coordinates and represents the agency for all Medicaid Appeals * Monitors program reports; * Meets with community groups to discuss programs and resources and develops/maintains cooperative relationships with public and private entities; * When activated by the County Administrator, assume the role of manager in the local shelter during times of community emergencies or disasters.  Hiring Range: $53,560 - $80,350 (Dependent on experience, qualifications and budgetary considerations) Minimum Qualifications * Bachelor’s degree in a Human Services or related program. A minimum of one year of experience in a lead or supervisory capacity OR any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.  * Considerable knowledge of eligibility determination for entitlement programs.  * At least one year of experience supervising staff or serving as lead worker in a benefits program unit.  * Equivalent combination of training and experience which provides the required knowledge, skills, and abilities.  Preferred Qualifications * Experience and knowledge of multiple Virginia Social Services Benefit programs.  * Three years of experience directly supervising employees.  * Experience using agency related software to include VaCMS, SPIDeR, and Rushmore. * Demonstrated experience monitoring and managing caseloads for benefit programs. * Communicates effectively both orally and in writing as well as has demonstrated organizational skills.  * Ability to work in a fast past environment requiring prioritizing of work and meeting multiple deadlines. * Review and interpret reports and make recommendations to staff and leadership based on outcomes.  * Work cooperatively with a team, making decisions that will affect the Benefit Programs staff as well as being an active participate on the agency Leadership Team. * Considerable knowledge of current social, economic and health issues and trends as it relates to the current job market and employability. * Considerable knowledge of principles and practices of effective supervision. * Casework principles and practices. * Effective interviewing techniques.  * Working knowledge of computer systems and standard office software. * Ability to work independently supervising and training others to deal effectively with the public. * Plan and manage work effectively. * Interpret laws, policies and regulations related to entitlement programs and the ability to apply to cases. * Plan and supervise work activities, including service delivery, training, record keeping duties and organizational operations.  Special Requirements * Applicants are subject to a Criminal History Background search, including an FBI Fingerprint Background search, Central Registry search, DMV/driving record check. * All offers of employment are contingent upon satisfactory results of the required checks and screening. * Employees must be willing to work overtime hours as needed.
