Description
Are you seeking a financial position that will make a difference for people whose lives have been affected by mental health? If so, the Financial Management Branch in the Department for Behavioral Health, Developmental and Intellectual Disabilities (BHDID) may be for you! We seek a BHDID Program Administrator to join our team.

Responsibilities include but are not limited to:

  • Develops the Mental Health biennial budget
  • Oversees financial activity of contracts associated with Mental Health program funds
  • Serves as Program Administrator of the Mental Health program including acting as budget liaison providing technical assistance to staff on budget and accounting issues
  • Develops various program policy and procedures, review and revise policies and procedures, research standards, statues, and regulations to ensure policies are in compliance and current
  • Establishes standards for program reporting, collects, analyzes and compiles data for reporting or monitoring purposes
  • Monitors accounting and regulatory guidelines as they relate to federal financial reporting and submit applicable reports

The ideal candidate would have:

  • Experience managing multiple fund sources and understanding the complexities involved in the application of appropriations both small and large, as well as decisions associated with administering the funds.
  • Experience with expenditure and revenue projections across multiple funds.
  • Experience with eMARS, KBUD and eMARS reporting.
  • Oral and written communication skills.
  • Analytical skills, attention to detail, and organizational skills.
  • Time management skills and self-motivation.
  • Experience with Excel, PowerPoint, and Word.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor’s degree.
EXPERIENCE, TRAINING, OR SKILLS: Five years of professional experience in the administration or management of institutional activities, BHDID Central Office, community, or agency programs.
Substitute EDUCATION for EXPERIENCE: A master’s degree in behavioral health, disability or a health related field (such as human services, psychology, nursing, health administration, substance abuse, special education, rehabilitation, social work, sociology) will substitute for two years of the required experience.
Substitute EXPERIENCE for EDUCATION: Additional professional experience in the management and/or administration of a clinical or administrative program, program analysis, financial analysis, or general administration of activities within a facility/institutional/community setting or central office will substitute for the required education on a year-for-year basis.

Working Conditions
Works primarily in an office setting within a behavioral health or intellectual disabilities program.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
