JOB DESCRIPTION

We are seeking a dynamic leader to manage the legal, strategic, and operational functions of
the Brooklyn borough office within the NYC Law Department’s Family Court Division. This
role involves managing complex legal matters, supervising staff, fostering interagency
collaboration, and implementing policies and initiatives that align with the Division’s mission:
To protect communities; strengthen families and change the lives of those who enter the juvenile
justice and interstate child support systems.

Strategic Leadership & Policy Development

  • Serve as the chief legal, strategic, and policy advisor to the borough office and Division leadership.
  • Formulate and implement legal and administrative policies at the borough and Division-wide level.
  • Collaborate with Deputy Chiefs, unit managers, and citywide leadership to develop and execute Division strategies.

Office & Case Management

  • Supervise overall borough operations, including management of attorneys and legal support staff.
  • Develop and foster a positive and supportive work environment to maintain morale and motivate staff.
  • Oversee complex litigation and handle cases as needed. Conduct case and transcript review.
  • Ensure efficient case processing at all stages in both units from intake to disposition.
  • Manage delinquency intake, ensuring appropriate custodial assessments, diversion decisions, and case assignments.
  • Maintain a work environment that fosters sensitivity and respect of all individuals and complies with all provisions and requirements of EEO Policy.

Staff Development & Supervision

  • Mentor attorneys and support professionals; provide legal and strategic guidance on cases.
  • Conduct courtroom observations, case reviews, and written work assessments.
  • Identify training needs and coordinate with the Chief of Training on implementation.
  • Lead performance evaluation processes, including performance improvement plans and feedback sessions.

Interagency Collaboration & Community Engagement

  • Promote and participate in community outreach and engagement initiatives.
  • Serve as the primary liaison to and work collaboratively with agencies such as the Brooklyn DA’s Office, defender organizations, NYPD, ACS, OCA, Department of Probation, and Child Support Services to foster the Division’s mission and the day-to day functions of the office.
  • Represent the Division at interagency committees and public meetings.

Operations, Reporting & Data Analysis

  • Analyze and utilize data to guide management decisions and improve office operations.
  • Maintain a strong, visible presence in courtrooms and offices.
  • Prepare and present quarterly progress reports to Division leadership.
  • Coordinate with other Law Department divisions as necessary.

Special Projects & Additional Duties

  • Oversee multiple office locations.
  • Manage special projects and Division initiatives as assigned.
  • Participate in evening and weekend court rotations.

After the completion of orientation, attorneys hired by the Law Department will have the opportunity to elect to work from home under one of the following two programs. The first option allows attorneys to work remotely on a limited and irregular basis. The second option is a Citywide pilot program, which allows participants to select two set days to work from home each week. The two days will need to be approved by the attorney’s division and take into consideration the needs of the division, as the pilot program requires more than 50% staff coverage each day. In addition, if an attorney needs to appear in court, a client meeting or other in-person work related event on a set work from home day, they will need to attend to those in-person responsibilities and will not be able to work from home that day. Participants in the pilot program must set one work from home location where they will work remotely. This pilot program is currently being tested Citywide to determine its efficacy for City agencies and is not yet a permanent program.

MINIMUM QUALIFICATIONS

The ideal candidate will have a minimum of ten (10) years of relevant experience by September 2025, with demonstrated expertise in juvenile justice, criminal law and procedure, and knowledge of interstate child support law and civil law. Strong organizational, project management, data and interagency collaboration skills are essential. The position requires availability on nights and weekends. Candidates must also possess excellent interpersonal, oral, and written communication skills, along with proven advocacy and leadership abilities.
Significant prior experience in supervision, management, and litigation is required. Admission to the New York State Bar is mandatory.
