POSITION SUMMARY:

This is a professional accounting and administrative position within the Department of Public Safety that involves the total fiscal operations of 911 & EMA utilizing general accepted accounting standards and practices developed by PEMA & FEMA. Works under the direction of the Director of Public Safety.
Requirements:

JOB REQUIREMENTS/SKILLS & ABILITIES:

  • Skilled in Excel Spreadsheet Programs
  • Knowledge of the principles and practices of account collection procedures and practices.
  • Data processing equipment and software applications for accounting systems.
  • Skilled in effective communication and ability to work both independently and in a team environment.
  • Knowledge of Emergency Services operations a plus.

MINIMUM TRAINING & EXPERIENCE:

  • Bachelor’s degree in accounting, business administration or related fieldMinimum of two years’ experience in governmental accounting or any equivalent combination of education and experience that provides the required knowledge, skills and abilities.

Responsibilities:

  • Prepare and create excel workbook for the country budget for each department. Pull data from the accounting platform into a usable file and incorporate it into the budget packet.
  • Participates and complies with county, state, and federal audits including County internal audits, County Single Audit, and both State and Federal audits.
  • Disseminate budget packets to all county departments heads for their submission for approval.
  • Create a master file of the finalized budget and prepare a budget presentation to be viewed publicly.
  • Prepare Budget Amendments for the county budget as necessary.
  • Review all budget amendments for county departments for accuracy and determine the net effect on the budget.
  • Ensure County Departments financial requests remain within budget.
  • Approve purchase orders for the County.
  • Maintains accounting structure and utilizes that structure for state reporting processes.
  • Insuring all duties of both fiscal and clerical are performed accurately and timely.
  • Develop and manage the budgets for the Department of Public Safety and Annual Planning Process.
  • Develop and manage the Department of Public Safety’s County line-item budget.
  • Develop and manage Grant budgets and reports.
  • Maintains financial ledgers and journals.
  • Manages the Department of Public Safety’s fiscal operations including budgets, revenues, and expenditures.
  • Maintains up-to-date knowledge concerning state and federal regulations regarding the operations and funding for the Department of Public Safety.
  • Implements state and federal regulations as they concern the fiscal operations of Department of Public Safety.
  • Prepares multiple financial reports for the state.
  • Maintains an audit proof level of accuracy in all reporting.
  • Maintains proper back up data to support the accuracy of all reports for necessary audits.
  • Reports current financial status to the Department of Public Safety Director, the County Board of Commissioners and Department Coordinators.
  • Prepares fiscal forecast for the Department of Public Safety and the County Board of Commissioners.
  • Develops and implements a cost allocation plan.
  • Responsible for the fiscal management of contracts.
  • Serves as the fiscal representative for the Department of Public Safety with county, state, and federal officials.
  • Research and procurement of new funding and/or grant opportunities
  • Other duties as assigned by the Department of Public Safety’s Director.
