Position: Budget Analyst III
Opening Date: 28 August 2025

Salary Amount: $53,949.00 annually ($4,495.75 paid monthly)
Education and Experience: Requirements consist of bachelor’s degree in business or public administration, economics, accounting or finance; plus three (3) years of experience in professional budget administration or fiscal analysis; or an equivalent combination of education and experience in one of the above areas.
Benefits: This is a full-time state position that provides a percentage of matching contributions to employees’ retirement plans, 11 holidays, and a minimum of 15 days of annual and sick leave per year. The state also offers a comprehensive benefits package, including a benefit allowance to offset the cost of insurance premiums for employees and their eligible dependents.
Basic Purpose: This position serves as Sooner Job Challenge (SJC) resident authority on budget and procurement issues. The position is responsible for performing analytical work involving the collection and evaluation of agency financial data, budgetary control records, and other information concerning agency expenditures and revenues to determine budget requirements, develop budget work programs, and develop justification for requested funding levels. This includes but is not limited to the analysis of financial information concerning expenditure and preparing reports as necessary. The position reports to the Program Director.

Responsibilities
  • Serves as the program resident authority and central point of contact for issues relating to budget, procurement, and resource management while coordinating with the Youth Programs staff, the Logistics Officer, Oklahoma Military Department Resource Management staff, and other stakeholders and parties of interest as requested.
  • Compiles data related to agency financial transactions and operations, revenues and expenditures.
  • Analyzes financial information concerning personnel, capital projects, supplies and equipment, professional services, and other expenses; determines budgetary requirements by function and activity.
  • Responsible for tracking and monitoring program budget and expenses, tracking and recording purchase requests, monitoring incoming invoices, reconciling SF270s, preparing budget modifications and quarterly reports IAW NGB requirements.
  • Reconciles program budget records with the the State Cooperative Agreement Manager, the GOR, and other interested parties.
  • Under the supervision of the program director, this position will analyze budgetary needs and create a proposed annual budget IAW the NGB Cooperative Agreement that meets programmatic needs and meets mission objectives.
  • Under the supervision of the program director, this position will analyze, brief, and submit reports to the YPD State Director, USPFO, CAPM, and GOR as requested.
  • Maintain up to date SOP for budget and resource management.
  • Will attend meetings and trainings as required by NGB, the State of Oklahoma, and Sooner Job Challenge.

Ability also required to handle confidential information; exercise judgment in interpreting and applying rules and policy; and have computer-based skills to maintain and upload documents and reports to national repository as required.
