Description
The Budget & Economics Engineer is responsible for the preparation, consolidation and analysis of the Refinery’s Operating Expense (OPEX) budget and Capital (CAPEX) programs.  He/She is responsible for the consolidation and evaluation of medium term (one year) and long term (five years) Refinery investment programs. He/She is responsible for the preparation and justification of the refinery’s 5-year operating and capital expense requirement and oversees the effective implementation of the project handling process and procedures. As a staff member of Management, the Budget & Economics Engineer is also responsible for conducting economic studies that will guide Management in effective decision-making. He/She is responsible for evaluating the financial impact of various Refining activities, including medium- and long-term Refinery investment programs. The Budget & Economics Engineer is responsible for any or at least one of the following:  preparation, consolidation and analysis of the Refinery’s Operating and Capital Expense items, consolidation and evaluation of medium or long term Refinery investment programs, preparation and justification of the refinery’s budget, coordination of project funding and status update, conducting economic studies that will guide Management in effective decision-making and evaluation of the financial impact of various Refining activities.   Qualifications:  Licensed Chemical Engineer, Fresh Graduates are Welcome to apply
