POSITION OVERVIEW

The Division of Early Childhood (DEC) is seeking to hire a Budget and Fiscal Management Administrator. This position designs and directs aspects of DEC general revenue and federal funding; manages, plans, develops, and directs maintenance of a comprehensive organizational responsive public budgetary system and fiscal plan to assist DEC executive management in determining and forecasting resources and cash flow and availability; facilitates Continuous Quality Assurance and corresponding learning activities within the Bureau; and participates in activities that advance the DEC/Strategic Plan and DEC/Diversity, Equity, Inclusion and Racial Justice Plan, using a trauma-informed and an equity lens in the implementation and support of DEC program and operational outcomes and objectives. DEC is seeking to hire a dynamic, organized, and detailed-oriented employee. DEC is one of six divisions within the Illinois Department of Human Services (DHS). DEC serves to strengthen and centralize Child Care, Early Intervention, Home Visiting, and Migrant and Seasonal Head Start within DHS. The DEC vision is for Illinois’ pregnant persons, young children, and families to have the supports they need to achieve their full potential. MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in the fields of fiscal management, accounting, budgeting, internal auditing, insurance and/or finance.

PREFERRED QUALIFICATIONS

  • Four (4) years of professional executive work experience with a master’s degree or equivalent experience in economics, finance, accounting, or business administration managing, researching, analyzing, preparing, verifying, amending, implementing, and evaluating comprehensive multi-million/billion-dollar annual operating budget(s) for a private or public organization.
  • Four (4) years of professional work experience using financial data/information as a catalyst for analyzing and driving comprehensive business transformations that link a public or private organization’s strategic objectives/plans with its financial goals and complying with related state and federal mandates [e.g., Generally Accepted Accounting Principles (GAAP), Grant Accountability and Transparency Act (GATA 2 CFR 200), or other similar requirements].
  • Four (4) years of professional work experience in navigating, managing, and negotiating executive-level and complex budget/financial data and information to provide insightful analytics and predictive scenarios that facilitate sound, critical, and high-level forward-thinking, resulting in viable financial action, decision-making, and large system advancement and reporting.
  • Three (3) years of professional work experience with developing and conducting comprehensive assessments to identify, manage, and mitigate financial risk(s) and developing corresponding plans to ensure compliance with applicable state and federal financial regulatory requirements by predicting, trending, forecasting, initiating, and managing change via innovative internal controls and reporting financial status/processes.
  • Three (3) years of professional work experience in leading an organization’s financial transformation by translating detailed information into clear, concise, and accessible messaging and strategies via various communication methods (e.g., written/statistical reports), using Microsoft Office Suite, Business Objects, Power BI, PowerPoint slide deck, graphs, charts, and/or maps [two-dimensional or Aeronautical Reconnaissance Coverage Geographic System Information (ArcGIS)].
  • Three (3) years of professional work experience supervising subordinate staff at a public or private organization while facilitating a continuous learning work environment via ongoing staff development/skill-building, engagement, and mentorship.

CONDITIONS OF EMPLOYMENT

  • Requires ability to travel with overnight stays.
  • Requires extensive proficiency in Microsoft Office Suite, including SharePoint, Teams, and OneDrive.
