Budget / Financial Analyst Finance Contracting SME 2 This position requires an active TS/Sensitive Compartmental Information (SCI) clearance to start. A government contract requires that this position be restricted to U.S. citizens or legal permanent residents.  You must provide documentation that you are a U.S. citizen or legal permanent resident to qualify. The Budget / Financial Analyst provides financial management and execution support for Army programs, with a focus on appropriated and reimbursable funds. This role supports the analysis, reconciliation, and reporting of financial data to ensure accuracy, compliance, and audit readiness. The analyst utilizes the General Fund Enterprise Business System (GFEBS) and related tools to track commitments, obligations, and disbursements, while coordinating with internal stakeholders and external agencies to resolve discrepancies and support financial operations.   Compensation & Benefits: Estimated Starting Salary Range for Budget / Financial Analyst: $209,000- $214,326.36 Pay commensurate with experience. Budget / Financial Analyst Responsibilities Include:  * Support execution of appropriated funds, including RDT&E, OMA, Procurement, Congressional Adds, and Foreign Military Sales (FMS) * Process reimbursable funding actions, including reimbursable and direct fund cite orders * Review and analyze commitments, obligations, and disbursements using GFEBS ERP and BI tools * Provide financial support utilizing GFEBS and other Army financial systems * Interpret financial reports and data against established metrics and controls * Research and resolve aged financial balances, including Unliquidated Obligations (ULOs) and Unmatched Transactions (UMTs) * Coordinate with DFAS, DCMA, Contracting Officers, and Budget Analysts to resolve financial discrepancies and ensure proper Line of Accounting (LOA) alignment * Utilize systems such as SOMARDS, MOCAS, EDA, WAWF, and SDW to research and reconcile contracting and financial actions * Export, organize, and analyze large datasets to support reporting and decision-making * Provide support for contract modifications to Other Government Agencies (OGA) * Assist with Dormant Account Review – Quarterly (DAR-Q) / Joint Reconciliation Program (JRP) activities * Support financial research, documentation, and special projects as assigned  * Performs other job-related duties as assigned   Budget / Financial Analyst Experience, Education, Skills, Abilities requested:  * Bachelor’s degree in Finance, Accounting, Business, or related field * 5+ years of experience in federal financial management, budgeting, or accounting * Experience supporting financial execution of appropriated funds (RDT&E, OMA, Procurement, FMS, etc.) * Experience processing reimbursable funds and fund cite orders * Ability to analyze and reconcile large volumes of financial data * Experience reviewing commitments, obligations, and disbursements for accuracy * Strong analytical, organizational, and problem-solving skills  * Experience with GFEBS (ERP and BI) for financial analysis and reporting * Experience researching and correcting ULOs and UMTs * Experience working with DFAS and resolving financial discrepancies across systems * Familiarity with federal financial and contracting systems (SOMARDS, MOCAS, EDA, WAWF, SDW) * Knowledge of DAR-Q / JRP processes and audit readiness practices * Ability to communicate financial information clearly to technical and non-technical stakeholders * Must pass pre-employment qualifications of Cherokee Federal   Company Information: Cherokee Nation Defense Solutions (CNDS) is a part of Cherokee Federal – the division of tribally owned federal contracting companies owned by Cherokee Nation Businesses.
