Position Summary: Ensure residential projects and tribal housing is in compliance with contracts, grant requirements, tribal state and local building codes. Enforce tribal zoning ordinances and village building standards by performing field investigations and responding to complaints. Assist with managing residential & community development projects to ensure successful project completion. Essential Functions: * Enforces Tribal zoning ordinances at housing villages and rental properties by performing field investigations and responding to complaints. Issue violation notices and stop-work orders, conferring with violators to explain regulations and recommend rectifications. * Inspect residential buildings, wiring, plumbing, electrical circuits, heating systems, foundations, etc. during and after construction for structural quality, general safety, or conformance to specifications and codes and timely completion of projects. * Conduct move-out inspections to include preparation of move out/damage report, repair specifications and repair cost estimates. May require testifying in court as needed. * Draft residential repair & renovation specifications, prepare contractor bid packages, assess bids, provide cost estimating, select qualified contractors, ensure work meets required specifications and conduct final close-out inspections of projects. * Review and interpret plans, blueprints, site layouts, specifications, and construction methods to ensure compliance to legal requirements and safety regulations. * Monitor installation of plumbing, wiring, equipment, or appliances to ensure that installation is performed properly and is in compliance with applicable regulations. * Inspect and monitor residential construction sites to ensure adherence to safety standards, building codes, or specifications. * Maintain inspection records. Prepares periodic reports of inspection activities * Explain and interpret local, state and federal ordinances and Tribal contract requirements to citizens and contractors. * Inspect homes of applicants for repair, replacement and demolition; write housing repair and construction specifications for requests for bids and contracts. Manage project work ensuring a successful outcome. * Verify potential contractors are licensed and capable of performing quality housing repairs and construction for the Tribe to include recruiting preference contractors and maintaining department contractor database. * Resolve complaints from citizens receiving housing repair and replacement assistance. Non-Essential Functions: * Perform other related functions as assigned. Equipment: * Standard office equipment, two-way radios. * Systems used: MS Office Applications, Internet * Hand tools and power tools, hi-lift buckets, heavy equipment, ladders, scaffolds * Uniform required. * Protective gear requirements Position Requirements: * High School diploma or GED required. * Bachelor’s degree in a housing, construction management, or related field preferred. Degree must be from an accredited institution whose program of study has been recognized by the Council for Higher Education Accreditation or the United States Department of Education. * ICC (International Code Council) certification and Building Inspector certification (or qualify and be willing to test for required certifications) required. * Five (5) years' work experience managing construction projects in a commercial, military or governmental organization required. * Strong sense of service and project management skills required. * Strong construction knowledge in all trades and proficiency in residential construction required. * Knowledge of materials, methods, and the tools involved in the construction or repair of houses, buildings, or other structures required. * Design knowledge including drafting, reading and interpreting work prints/plans, design techniques involved in production of technical plans, blueprints and construction drawings required. * Familiarity with construction job site MIOSHA/OSHA standards and safety practices, blood borne pathogens, Worker’s Right to Know, Hot Work Tag Program/LOTO, and use of required Personal Protective Equipment when using commercial grade construction equipment, construction-related chemicals and compounds, and other safety requirements required. * Ability to deal effectively with contractors, unions, property owners, state and local government representatives, builders, other office staff and the Tribal community-at-large required. * Excellent public speaking skills, communication, and interpersonal skills; and the ability to speak effectively before groups and respond to questions required. * Knowledge, intellect, temperament, and flexibility to work effectively in a fast-paced, environment required. * Must have a valid driver’s license and be able to meet the minimum insurance requirements regarding driving record in order to utilize GSA vehicles. * Experience working with Native American communities required. Indian Preference: * Pokagon Band Preference Code applies. Physical Requirements: * Frequently required to use hands and fingers to operate equipment. * Frequently required to talk and hear. * Frequently required to stoop, kneel, crouch, bend, and crawl. * Frequently required to lift and/or move up to 75 pounds. Work Environment: * Generally outdoor construction site environment; exposed to outside weather conditions during all four seasons. Work is also performed within an office environment. * Travel is necessary, so the ability to travel as needed is required.
