Description

GENERAL DEFINITION

Performs routine skilled clerical and technical work involved in the receipt and processing of various types of building and zoning applications; processes, reviews and issues over the counter permits associated with building and zoning applications; provides information to the public and answers questions relating to various building and zoning issues, including zoning, subdivisions, site plan review and soil erosion and sedimentation regulations; perform general clerical work including typing of correspondence and filing of maps, plans and associated documents; assists in the production and distribution of materials for various boards and commissions; inputs data and updates databases relating to building applications and zoning functions; does related work as required.

ESSENTIAL KNOWLEDGES, SKILLS AND ABILITIES

General knowledge of standard office practices and procedures, equipment and secretarial techniques; general knowledge of business English, spelling and math calculations; pays attention to detail; excels in communication and treats all customers with respect; ability to maintain clerical records and prepare reports from such records; ability to maintain and establish effective working relationships with others; ability to follow oral and written instructions; ability to maintain clerical records and prepare reports from such records; ability to make minor decisions in accordance with regulations and established policies; ability to understand and communicate to the public local codes and ordinances and the building and zoning permitting process. Ability to comfortably accomplish workflow through digital communications and automated software systems.

TRAINING, EDUCATION AND EXPERIENCE

High school diploma with some clerical and /or secretarial experience required. Education and experience equivalent to an Associates degree preferred, (Microsoft Office User) certification or excellent computer skills and previous experience working for a governmental entity preferred. Must attend CPEAV (Citizens Planning Education Association of Virginia) Planning Commission training and other training programs as required.
Successful passing of the Permit Technician Certification Test Academy within the first year of employment.

SPECIAL REQUIREMENTS AND RELATED OBLIGATIONS

Must possess and maintain a valid Virginia driver’s license. Must demonstrate proficiency in Microsoft Office Suite, Outlook, and ability to learn new computer software systems.

Responsibilities
  • Greets and assists customers at the front desk, via email, and via permitting software with building/zoning forms/information requested by the customer and follows up with customer requests;
  • Issues a variety of building and zoning permits after verifying accuracy of required information;
  • Checks and reviews a variety of data for accuracy, completeness and conformance to established standards;
  • Researches deed and plat documentation recorded with the Clerk to the Court, researches information available through GIS;
  • Coordinates approvals with outside agencies such as AEP;
  • Maintains files, records, reports and documents in order and in keeping with required retention policies;
  • Collects and interprets data for records and reports;
  • Acts as a receptionist for the Community Development Department, answers telephone, provides routine information, and transfers calls appropriately;
  • Assists the public with building, zoning and related applications, permits, and complaints;
  • Interviews visitors and interprets departmental policies and procedures for the public;
  • Receives and processes various types of building and zoning applications; disseminates appropriate information to affected groups regarding all aspects of plans;
  • Investigates inquiries, policy issues or complaints and prepares reports for proper action;
  • Posts and makes accurate and complete entries in the computer system and other records as required;
  • Makes mathematical calculations in reference to building/zoning requirements;
  • Operates standard office equipment and utilizes Microsoft Office suite, Outlook email/calendar program, and enterprise permitting programs;
  • Types correspondence, memoranda, reports and other materials from various source documents;
  • Records transactions for minutes as required;
  • Maintains mailing lists, files and card indexes applicable to planning, zoning and building as required
  • Maintains calendars, makes appointments;
  • Pulls the permit/zoning information the night before that is required for inspectors to go out in the field and perform inspections in a timely fashion;
  • Collects fees in the form of cash, check and credit card, processes refunds, keeps cashiering drawer, reconciles cash drawer against receipts daily;
  • Catalogues and distributes mail;
  • Other duties as assigned.
