urbanbubble are seeking a skilled and driven Building Services Manager to oversee the operational delivery and building performance of LoftLines — Belfast’s first-ever Build-to-Rent (BTR) development. Build to Rent (BTR) refers to residential property developments that are specifically designed, built, and managed for long-term rental, rather than for individual sale.
As a key member of the on-site leadership team, you will play a critical role in ensuring the long-term functionality, safety, and efficiency of this landmark residential community.
This is a rare opportunity to be part of a pioneering project that sets a new standard for urban living in Northern Ireland. The Building Services Manager will be responsible for managing all technical and building fabric elements of the development, including M&E systems, planned and reactive maintenance, compliance, and contractor oversight. You’ll work closely with the General Manager, FM providers, and key stakeholders to ensure a seamless resident experience and a safe, high-performing environment.
The Building Services Manager will also provide timely insight, trend analysis, management information, and reporting on all areas under their control — including asset performance, statutory compliance, health & safety, and ESG management. This data-driven approach will be essential in supporting strategic decision-making, continuous improvement, and maintaining the highest operational standards.
Ideal candidates will bring proven experience in building services or facilities management within residential, hospitality, or mixed-use schemes. A strong understanding of statutory compliance, asset management, and sustainability initiatives is essential - as is a proactive, hands-on approach to problem-solving and service delivery.

WHAT ARE WE LOOKING FOR?

• Comparable experience of managing similar properties (residential, hotels, student accommodation, mixed-use developments)
• Experience in M&E planning with a focus on statutory compliance
• Team management experience
• Ability to build and develop relationships e.g. with external professionals, strategic relationships with contractors and suppliers
• Good knowledge of residential building services
• Proficient in the use of Microsoft office packages including Word, Excel and Outlook as well as other systems such as databases or booking systems, (training on in house systems will be provided).
• IOSH Managing Safely
• BIFM Level 4 (desirable)

• Oversee completion of daily reactive work orders
• Manage all aspects of the delivery of all planned maintenance
• Close liaison with all stakeholders to agree work dates
• Keep track of and schedule the annual compliance register
• Ensure all records are formatted correctly and stored on the central depository
• Provide timely MI reports to show ongoing compliance status
• Work in conjunction with the central team on all site H&S inspections and audits.
• Ensure reports such as FRA’s, reportable incidents are recorded on the central database in a timely manner
• Manage all actions arising from incidences, assessments and inspections
• Oversee tenancy fabric refresh works
• Control operating spend in line with annual budget
• Provide data to support projected spend analysis
• Identify and deliver cost savings where possible
• Track building asset performance to inform maintenance frequency and predictive maintenance
• Analyse and interpret servicing and work order trends
• Mentor the team and provide guidance when required, ensuring clear objectives, work standards and goals are in place
