KNOWLEDGE, SKILLS & ABILITIES:

  • Thorough knowledge of the British Columbia and National Building Codes, and City Building, Zoning and Sign Bylaws, and related departmental policies and procedures.
  • Considerable knowledge of building construction and materials.
  • Considerable knowledge and experience in applying pertinent codes/regulations, (including BC Building Code, National Building/Fire Codes, Local Building Bylaw).
  • Ability to read and understand plans, drawings and specifications, to perform structural review and related computations, and to suggest corrections and changes where required.
  • Ability to interpret and apply the National Building Code and BC Building Code, and City of Richmond bylaws, regulations and municipal planning guidelines and policies.
  • Ability to effectively explain Building Code, City Bylaw, Regulations and Policy to a variety of external contacts.
  • Ability to simultaneously coordinate and review a number of complex projects, as well as deal effectively with a wide variety of staff, owners, builders, professional people and members of the public in balancing the nature of quality customer service with the regulatory aspects of this position.
  • Ability to use software applications including Bluebeam, Microsoft Outlook, Word and Excel.
  • Ability to use REDMS, Amanda or a similar records/document management system.
  • Ability to communicate effectively with stakeholders in order to inform review results and requirements for additional information and modifications to meet code.
  • Ability to provide a high level of customer service.

QUALIFICATIONS AND EXPERIENCE:

  • Completion of a 2-year post-secondary program in building, architectural, engineering or a closely related discipline
  • A minimum of two (2) years of related experience in building, architectural, engineering, or municipal field
  • An equivalent combination of training and experience can be considered.
  • Valid Class 5 Driver’s License for the Province of British Columbia.
  • Building Officials’ Association of British Columbia Certification, Level III or an RBO designation or equivalent designation.
Responsibilities
  • Examine plans accompanying applications for building permits, primarily for major projects and complex buildings, to ensure that proposals comply with the requirements of the National and BC Building Codes, and municipal regulations and bylaws.
  • Liaise with internal and external contacts prior to and during construction regarding interpretation and explanation of building codes and regulations.
  • Coordinate processing of permit applications with various departments and provide assistance to department and inspection staff for interpretation of the National and BC Building Code, municipal regulations and bylaws.
  • Attend internal meetings pertaining to new developments, commenting on building bylaw issues at a preliminary, Development Permit stage.
  • Provide advice and at times and direction to junior staff.
  • Act as supervisor when the regular supervisor is away.
