Lincoln University Position Description   Job Title:                       Bursar Classification:               Administrative Division:                        Finance & Administration Department:                  Office of the Bursar Reports:                         Controller FLSA Status:                 Salaried, Exempt Application Deadline:   Open Until Filled     JOB SUMMARY:   Manages the daily operations of the Bursar’s Office, including supervision of staff and oversight of student billing, receivables, and collection.   ESSENTIAL DUTIES AND RESPONSIBILITIES: * Maintains the financial records of the student receivables. * Reports the status of student accounts and initiate collection procedures when necessary. * Supervise the financial clearance procedures for student registration. * Process all refunds on student accounts. * Counsel students concerning their accounts. * Prepare journal adjustments for student accounts. * Work closely with the offices of Admissions, Registrar, Financial Aid, and Student Affairs to reconcile any discrepancies in the student accounts. * Prepare student billings. * Prepare account receivables to trial balance. * All other relevant duties as required.   EDUCATION: * Bachelor’s degree, Master’s preferred.   EXPERIENCE: * Five years of progressive experience in the financial aid and/or bursar area. * Familiarity with all portions of a college financial aid program and the links between the financial aid and student billing & collections processes.   QUALIFICATIONS: * Ability to communicate effectively with people from varied social, educational, and economic backgrounds. * Must be able to work without constant supervision, make decisions, and have good judgement. * Knowledge of applicable Federal and State laws, especially Title IV, GAAP, and TRA 97, and policies regarding financial aid programs, and the ability to interpret and ensure compliance with them, including mandated reporting. * Core business skills, including knowledge of basic accounting principles and skills. * Incisive analytic ability; collect and interpret qualitative and statistical data to examine problems, propose solutions, and forecast results. * Strong written and oral communication skills * Experience in financial aid leveraging. * Superior leadership, management and staff-development skills. * Extensive computer skills, including familiarity with financial aid/student information systems, Department of Education software, as well as spreadsheet and word-processing applications.   PHYSICAL DEMANDS:   Moderate lifting up to 20 pounds as frequently as needed to move objects; dexterity to write and manipulate computer keyboard and mouse; ability to hear and speak clearly; and body mobility to stoop, kneel, bend and reach.     WORKING CONDITIONS:   Work is primarily performed in a university campus environment and requires a flexible schedule including evening and weekend work.  Travel for administrative and legislative work is expected.  The employee is subject to inside environmental conditions and protection from weather conditions but not necessarily from temperature changes.
