Responsibilities:
Noblis MSD is seeking an experienced Navy depot level maintenance and modernization Business Agent Expert (with an ACTIVE Secret clearance) to support Commander, Naval Regional Maintenance Center (CNRMC) in the World Class Planning (WCP) and SCORE (AI, ML, NLP) effort to improve advanced planning and planning, execution, and close out oversight of Naval Surface Ship CNO availabilities.
The candidate will provide subject matter expertise in benchmarking from both industry and government perspectives, and in integrating the efforts into a plan that leverages technology to improve maintenance and modernization throughout the US Navy. Work location is negotiable, but preferable in Fleet concentration areas. The candidate will be supporting CNRMC, C300 and will be required to travel to the Regional Maintenance Centers (RMCs).

General responsibilities and tasking include:

• Support CNRMC in the World Class Planning (WCP) and SCORE - MA improvement initiative
• Provide mentorship to assigned Government Project Team members, particularly the Business Agent in executing WCP activities
• Provide support to the RMC Business Agent on business analysis functions, validating cost estimates, project finances, status of ships checks, drawings and other planning requirements to support WCP, as well as contracting and financial functions
• Provide input into WCP process improvement for out-of-service (OOS) surface ship availabilities in alignment with CNRMC goals and initiatives
• Act as CNRMC representative and provide oversight to the RMC Project Team as they develop initial critical and controlling path schedules, identify long lead time material, identify funding and integrate modernization schedules in accordance with WCP goals
• Provide support and expertise in delivering new products required by WCP such as the Government Preliminary Schedule and the Challenge-in courses-of-action brief
• Analyze outcomes and provide recommendations to CNRMC and the RMCs for continuous improvement to WCP availability planning efforts
• Additional tasking as required to support the customer

Work location is negotiable, but preferable in Fleet concentration areas: Virginia Beach, VA; San Diego, CA; Honolulu, HI; Seattle, WA; Mayport, FL.

• Compensation will vary based on location.

Intermittent Travel up to 30% - CONUS and OCONUS
Required Qualifications:

EDUCATION & EXPERIENCE OPTIONS:

• PhD* with 4 years of relevant experience or 5 years of general experience.
• Master’s Degree* with 4 years of relevant experience or 8 years of general experience.
• Bachelor’s Degree* with 6 years of relevant experience or 10 years of general experience.
• Associate’s Degree* with 8 years of relevant experience or 12 years of general experience.
• High School Diploma with 10 years of relevant experience or 14 years of general experience.

QUALIFICATIONS:

• Candidates should have demonstrated subject matter experience in the performance of U.S. Navy Surface Ship CNO availabilities in either the private or public sector, as it relates to the position being applied for, including:
• Progressive learning and practical experience in the field above.
• Increasing responsibilities and development and/or maintenance of complex systems.
• Familiarity with Design and Development Process Activities, which can include Waterfall and Agile Processes as well as other Program and Project Management approaches.
• Progressive experience in design, installation and/or maintenance of integrated systems, of personnel, materials, machinery, and/or equipment.
• Active Secret clearance required
• US citizenship required
• Project Business Agent Management (contracting and financial) experience with US Navy Surface ships in CNO availabilities
• Be located in a fleet concentration area or Washington DC
• Travel up to 30% of the time (or more if in WDC)
• Degree must be in Engineering, Computer Science, Information Systems, Business, or other related scientific or technical discipline

Desired Qualifications:

• Active PMP certification
• Private sector program and/or project business management experience
• Regional Maintenance Center (RMC) and/or CNRMC experience
• NAVSEA Experience related to business management
• Demonstrated contract and business management work history of U.S. Navy Surface Ship CNO availabilities.
• Demonstrated experience as a COR and ACO
