Under the direction of the IT Manager – Business Analysis or its delegate, the Information Systems Business Analysis Specialist (ISS-BA) is responsible for the Winnipeg Police Service’s technological development and solutions by striving to improve WPS technology and systems of the diverse business areas. ISS-BA will be is an expert in diverse business processes and rules, understands how the organization leverages technology and provides advice to business areas as to how technology can address their business needs. The ISS-BA is a functional expert on the portfolio of applications supported by ITSD and understands any external system interfaces these applications interact with.
The incumbent is a business and functional expert on WPS applications, ) and is a point of contact between the business units and Information Technology and Solutions Division.
The ISS-BA is responsible for a full range of activities to ensure the operational effectiveness and excellence of all WPS business units as it relates to information technology and systems. They will work with internal and external stakeholders. In collaboration with the IT Manager – Business Analysis, Executives, Divisional Commanders, and/or Project Teams, the ISS-BA is responsible for development of business cases with justification, cost/benefit analysis, alternatives and recommendations.
The ISS-BA defines detailed systems requirements and project plans for information systems development and acquisition initiatives with of high impact, risk and complexity and often with an organizational-wide scope. They will analyze existing systems to define the root cause of the problem, identify area of improvements and develop or propose precise technological solutions to meet the business needs.
The ISS-BA will manage all aspects of information systems’ requirements and work closely with the stakeholders in addressing the business problem or opportunity. It will include the definition of the problem or opportunity, defining the functional and non-functional requirements, testing, training, implementation, and support. They will identify and document requirements via industry standard analysis techniques such as business process mapping, data flow modeling, workflow analysis, and functional decomposition analysis. The incumbent will elicit requirements through interviews, workshops, and/or existing systems’ documentation or procedures.
They may lead small projects. This position works under limited supervision with considerable latitude for the use of initiative and independent judgment. The incumbent will be responsible for escalating any critical matters to an IT Manager and/or Divisional Commander, and will contribute to priorities setting and risk management.
The Winnipeg Police Service applications and hardware supported by this position provides 24 x 7 availability to missioncritical systems impacting police and public safety.

As a Business Analysis Specialist you will:

  • Lead and coordinate strategic and tactical WPS business units Information and Technology needs by eliciting, analyzing, designing, developing, implementing and evaluating, and providing technical solutions on specific WPS systems, functions or and projects to ensure the highest level of efficiency and integrity. Includes developing processes and standards, initiating and implementing functionality changes, enhancements, and support on a variety of diverse and complex systems and platforms.
  • Provide the System Administration and Support to the suite of WPS applications.
  • Provide strategic and operational support.
  • Lead, on an ongoing basis, the overall data integrity of WPS major applications/systems and assists and advises users where as to what processes can be created or improved to ensure quality of data.
  • Provide business/technical consultation on innovative use of emerging processes, technology, applications and/or hardware.
  • Provide technical recommendations and testing.
  • Provide training related materials and document all changes to WPS computer systems including processes, procedures, software and systems, and communicate this information to all Service members.
  • Other related duties.

YOUR EDUCATION AND QUALIFICATIONS INCLUDE:

  • University Degree or a college diploma (2 years) in a related field (Computer Science, Business Management, Commerce, Arts with an appropriate emphasis in Business Management or Information Management).
  • Certified Business Analysis Professional™ (CBAP®) or other certifications in Business Analysis or Project Management, an asset.
  • Minimum 4 years of related business analysis experience and experience in using computer systems, applications, and other technology:
  • Experience in analyzing and developing complex business processes and systems.
  • Experience with application development projects or initiatives, systems development, performance management and internal controls.
  • Demonstrated experience and understanding of the project lifecycle, end-to-end.
  • Experience in business process alignment, data flow modeling, workflow and functional decomposition techniques and analysis best practices.
  • Experience in various business analysis techniques and tools, including but not limited to process mapping, use cases, data flow diagrams.
  • Experience in developing a compeling business cases, including indentifying alternatives, cost and benefits assessment.
  • Experience in using enterprise-wide requirements definition and management systems and methodologies, an asset ACE - Job Description.
  • Thorough knowledge of Police forms/processes and relevance City Services, By-Laws and other relevant legislation.
  • Thorough knowledge of Police information and technology systems and applications.
  • Working level knowledge of Police information systems architecture.
  • Knowledge of current computer hardware and software.
  • Proficient in the use of MS Office tools including, but not limited to MS project or Visio diagraming tool.
  • Knowledge of database maintenance processes and security requirements.
  • Ability to analyze and document complex business processes and systems.
  • Ability to develop business cases, identify alternatives, perform cost/benefit analysis as well as risks.
  • A proven track record in Software Development projects, understanding of the methodologies.
  • Ability to elicit requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, task and workflow analysis.
  • Ability to critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and able to distinguish user requests from the underlying true needs.
  • Ability to proactively collaborate with external and internal customers to analyze information systems needs and deliver the following artifacts as needed: functional and non-functional, requirements, business requirements, Use Cases, GUI (graphical user interface), and user and system interface designs.
  • Ability to lead and facilitate the information system requirements workshops.
  • Strong analytical skills, including a thorough understanding of how to interpret business needs and translate them into system requirements.
  • Ability to communicate effectively, both verbally in person and over the phone, and in writing to non-technical and technical audiences.
  • Ability to develop requirements specifications according to standard templates, using natural language.
  • Ability to collaborate with ITSD members and subject matter experts to establish the technical vision and analyze tradeoffs between usability and performance needs.
  • Ability to gain the trust and respect of stakeholders.
  • Ability to maintain utmost degree of confidentiality, care and security of information at all times.
  • Ability to work under pressure and with lots of ambiguity, and with frequently changing priorities and stakeholder’s expectation.
  • Ability to work effectively in a team atmosphere.
