BUSINESS ANALYST 4

o Work Location: The person selected for this position will work full-time onsite at the client’s headquarters, in North Chesterfield, VA 23235. Working hours are Monday through Friday, 8:30am to 5:00pm, excluding state holidays. The selected candidate is required to work full-time onsite.
o Short job description: Perform complex business analysis and technical tasks such as project planning, process improvement, writing requirements, system design, data analysis, interface analysis, system testing, system rollout and system support. Focus is to enhance and support client’s biometric processes with a focus on processes that use client’s Multimodal Biometrics Identification System (MBIS) and LiveScan fingerprint capture.
o Complete job description: The client is looking for a senior Business Systems Analyst with 6+years of experience to perform complex business analysis and technical tasks such as project planning, process improvement, writing requirements, system design, data analysis, interface analysis, system testing, system rollout and system support. Focus is to enhance and support client’s biometric processes with a focus on processes that use client’s Multimodal Biometrics Identification System (MBIS) and LiveScan systems used for fingerprint capture. These duties involve the following: Leads the overall review, analysis and evaluation of current business systems; analyzes, recommends and implements process improvements; creates and evaluates user requirements and system needs; elicits requirements using various elicitation techniques such as Brainstorming, Data Mining, Document Analysis, and Interviews with users; produces requirements artifacts such as Field Definition Matrix, Business Rules, Interface requirements; performs gap analysis on existing requirements and systems; contributes to and drives a collaborative effort to support organizational change management; facilitates risk analysis; participates in the creation and subsequent reviews of project test plans; leads system testing including drafting test plans, tracking testing activities and documents final user acceptance efforts with business stakeholders; defines user roles and user accesses to applications; represents client’s interests with vendors and collaborates with them to help meet project needs; creates training materials and provides end-user training.
o Skill, Knowledge, Abilities: Candidates for this position should possess strong organization, administrative, analytical, problem solving and interpersonal skills; be self-motivated and able to develop rapport and positive working relationships with coworkers and the agency at large; be proficient in Organizational Change Management; have an understanding of business analysis concepts such as identifying and interpreting risk assessments; be able to produce requirements and related artifacts such as test cases, requirements traceability matrix, business rules, interface requirements, use cases, activity diagrams, error validations and role based system profiles; be able to manage security access and user profile management; be able to work collaboratively with various groups within client and client’s vendors to ensure requirements are vetted and documented; be able to analyze functional/nonfunctional system requirements; be able to re-engineer business processes; be able to identify how new applications and business processes will integrate with or replace existing business processes; possess excellent communication skills in English and the ability to communicate with internal customers in nontechnical terms; be proficient with Microsoft Products (Word, Excel, Visio, PowerPoint).
