JOB OVERVIEW

We are seeking a highly skilled and mission-focused Business Analyst / Requirements Analyst to provide direct support in modernizing enterprise requirements development and resourcing processes across the DoD environment. The ideal candidate will serve as a trusted advisor, bridging functional and technical domains, and ensuring alignment of digital and process modernization initiatives with strategic priorities. This role demands strong knowledge of DoD business processes (i.e. PPBE, P2P, R2R, HR2, etc), requirements validation, and enterprise data systems, as well as the ability to synthesize complex analyses into actionable recommendations for senior leaders.

QUALIFICATIONS

  • Proven experience supporting DoD process development and improvement.
  • Expertise in DoD organizational structures, mission sets, and integration points across programming, budgeting, and acquisition communities.
  • Strong proficiency in SQL and data management; experience with DoD ERP systems preferred.
  • Experience developing tools on the Microsoft Power Platform (Power Apps, Power Automate, Power BI) and integrating with supplemental COTS solutions for automation and analytics.
  • Familiarity with requirements traceability, capability gap analysis, and resource programming environments.
  • Demonstrated ability to translate complex analytical inputs into concise, actionable recommendations for senior leadership.
  • Knowledge of audit readiness, compliance, and control frameworks within a DoD environment is a plus.
  • Strong communication and facilitation skills for engaging multi-domain stakeholders.

    Pay: $83,867.54 - $101,001.77 per year

Responsibilities
  • Enterprise Requirements Modernization: Conduct end-to-end assessments of requirements development workflows, performing current-state, future-state, and gap analyses. Deliver modernization roadmaps that incorporate risk-mitigating controls, reduce inefficiencies, and streamline enterprise resourcing processes.
  • Program & Budget Decision Support: Design and implement analytical platforms and decision-support tools that enable dynamic budget planning , capability trade-space analysis, and resource optimization.
  • Cross-Organizational Stakeholder Integration: Develop coordination frameworks and standardized collaboration architectures between program, budget, and acquisition stakeholders across the DoD enterprise. Establish repeatable data exchange and requirements traceability processes.
  • Advanced Analytics for Senior Leadership: Generate executive-level products such as predictive analytics, dashboards, and trend reports to support decision-making. Employ BI tools (Power BI, Tableau, Looker) and predictive modeling to deliver evidence-based insights.
  • Knowledge Management & Digital Tooling: Architect and sustain scalable content management and workflow automation solutions using Microsoft Power Platform and other modern toolsets to ensure repeatable processes, audit readiness, and enhanced onboarding capability.
  • Process Documentation & Methodology Development: Develop, refine, and maintain analytical frameworks, methodologies, and standard operating procedures to improve requirements development, resourcing, and programming execution.
  • Compliance & Audit Readiness: Provide advisory support on IT/financial audit considerations and regulatory requirements in DoD enterprise resource planning (ERP) environments.
