REQUIRED QUALIFICATIONS:

• Bachelor’s degree in Business Administration, Finance, Accounting, Information Systems, or related field.
• 5–8+ years of experience as a Business Analyst, preferably in financial systems or education.
• Strong knowledge of financial data, accounting principles, budgets, and grants.
• Proficiency in SQL, Excel, and financial data analysis tools.
• Experience with ERP systems, data warehouses, or financial management platforms.
• Excellent documentation skills (requirements, user stories, test cases, process mapping).
• Strong communication, facilitation, and stakeholder management skills.
• Familiarity with state or federal financial reporting requirements (education/K–12 preferred).
• Preferred certifications: PMI-PBA, AgileBA, or equivalent.

PREFERRED SKILLS:

• Experience with K–12 education finance (allotments, funding formulas, payroll, grants).
• Knowledge of NC DPI financial systems and reporting processes.
• Exposure to Snowflake, Oracle, or other cloud-based systems.
• Familiarity with Agile/SDLC methodologies.
• Ability to work independently and manage multiple priorities.

ABOUT THE ROLE:

The North Carolina Department of Public Instruction (NCDPI) is seeking two experienced Business Analysts (BA) with strong expertise in requirements elicitation, financial systems, and business process documentation. These roles will partner with finance, program, and IT teams to ensure accurate, transparent, and timely financial data management for K–12 education systems.
This position is onsite in Raleigh, NC with a pay rate of $48/hour.

KEY RESPONSIBILITIES:

• Facilitate and lead requirements-gathering sessions to capture validated and prioritized business and technical needs.
• Analyze K–12 financial data (budgets, allotments, expenditures, revenues, payroll, and grants).
• Translate business needs into functional requirements, user stories, system specifications, and business process documentation.
• Coordinate and support the design, testing, and implementation of financial systems, dashboards, and reporting tools.
• Develop and maintain business process flows, requirements traceability, data dictionaries, and user guides.
• Ensure compliance with state and federal financial reporting requirements by validating data integrity.
• Partner with developers and data engineers to confirm proper implementation of business rules and calculations.
• Identify opportunities for process improvements and recommend solutions to enhance efficiency and data quality.
• Provide training, knowledge transfer, and support for financial staff and end users.
• Act as a liaison between business stakeholders and technical teams to ensure alignment and clarity of project goals.
