FedTec is seeking Business Analyst (Code of Federal Regulations)

REQUIRED SKILLS & EDUCATION:

  • Bachelor’s degree or equivalent university degree, or minimum education required in the Offeror’s GSA Schedule. Experience may be substituted for education depending on the Contractor’s CMAS/GSA Schedule.
  • Minimum of five (5) years of experience in Code of Federal Regulations part 200 “Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards”, grant administration, program implementation or oversight. At least four (4) years of that experience must have been in a lead capacity
  • Minimum of five (5) years of experience in Grant Management System (GMS) and relevant discipline or associated operational experience. Demonstrated industry or academic expertise in one (1) or more of the subject disciplines or associated operational areas.

Responsibilities

· Provide expert analysis and support on U.S. Capital Projects Fund, CFR Part 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
· Host a virtual kickoff meeting: introduce staff, review resources, outline scope, set workflows, communications, invoicing, and maintain agendas/action items/notes.
· Assess CPUC’s current compliance status by analyzing program materials, policies, internal processes, GMS, reimbursement guidance, and official communications.
· Develop a written compliance report with methodology, recommendations, action items, implementation plan, and supporting templates/checklists.
· Present findings and recommendations in a virtual meeting.
· Provide ongoing advisory services for compliance obligations, reporting, briefings, and related program responsibilities.
· Provide CPUC with access to existing training materials.
· Develop and host at least 3 virtual trainings for ~40 staff on CFR Part 200 requirements, eligible/ineligible costs, and best practices.
· Develop a resource guide for staff with compliance practices, payment review methods, and references.
· Review assigned payment requests and documentation for compliance, citing eligibility determinations.
· Support monthly, quarterly, and annual reporting; develop review checklists.
· Review and enhance the CFR Reimbursements Database, add items, and develop disposition sheets with citations.
· Review and enhance grantee communications, templates, resource documents, website, and GMS support materials.
· Develop online tutorials for grantees on reimbursement requests, eligible costs, documentation, and templates.
· Develop materials and host at least 5 virtual grantee trainings (~50 grantees).
· Develop and host at least 2 train-the-trainer sessions for CPUC staff to train grantees.
· Develop and host at least 2 train-the-trainer sessions for CPUC staff to train colleagues on compliance and reporting.
· Provide expert support to enhance the Grant Management System for compliance tracking and analysis.
· Transfer all analyses, materials, trainings, briefings, and reports to CPUC staff.
· Organize all transferred materials for accessibility and future reference.
