MINIMUM QUALIFICATIONS:
Bachelor’s degree in Computer Science, Information Systems, Information Technology, or related field required; five years of progressively responsible technical experience in a centralized Information Technology environment, to include lead or supervisory experience, and seven years of experience in the field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license; Information Technology Infrastructure Library certification, Six Sigma certification, and Lean Six Sigma certification preferred

Provides direction to align technology with County strategies, priorities, and business needs; oversees the evaluation and redesign of business processes to enhance business functionality and efficiency; provides business and technical expertise on trends, external practices, and the application of new and existing technology to business practices; serves as agency’s point of contact to coordinate technology needs and requests; and evaluates, prioritizes, and educates others on the business and technical implications of requested changes and improvements on systems.
Manages business process activities for the systems development life cycle for new and/or existing complex systems; manages the development, implementation, interoperability, and security of systems; determines appropriate system life cycle techniques and methods for implementation; and serves as lead system administrator for multiple complex, inter-departmental systems in multiple environments and on a variety of platforms.
Develops processes to ensure compliance with established rules and regulations, policies and procedures; and identifies and maintains key performance measures for business processes associated with technical systems.
Manages functional testing during solution implementation; ensures solutions function correctly to serve user needs without compromising other system functions; and manages documentation of system requirements, specifications and changes.
Supervises the delivery of training classes to user communities; supervises the creation of user training manuals and lesson plans; selects training times/locations based on users’ needs; and answers questions and provides information during and after training.
Negotiates service contracts; prepares business and technical specifications and requirements; participates in negotiations of scope of services and fees for professional services agreements; makes recommendations regarding selection of vendors and awarding of contracts; and monitors vendor performance and contract fulfillment
Maintains an awareness of new applications, technologies, technical methods, business trends, and advances in the profession; reviews professional publications, technical manuals, and websites to increase knowledge of network operations; and attends conferences, workshops, and training sessions as appropriate.
