Join our Downer Professional Services team and play a key role in delivering complex defence and national security projects that safeguard Australia’s future.  Downer Professional Services comprises of three business units our Technical, Advisory, and Capability consulting practice, and Team Downer, which partners with CASG and NSSG as a major service provider to Defence. Together, we are a multi-disciplinary advisory and delivery partner of choice for clients across Defence and National Security. We currently have an opportunity for a Business Analyst in Canberra to work on PRISM projects.   What You’ll Do   This role offers a broad scope, with key role responsibilities including: * Operational Concept Document (OCD) - Develop and baseline a clear operating concept describing how AI‑enabled, modular procurement capabilities will function across users, systems, governance, and assurance layers. Coordinate reviews, secure approvals, and place the document under configuration control. * Functional Performance Specification (FPS) - Define and baseline functional and non‑functional requirements, including performance expectations, interfaces, operating conditions, acceptance criteria, interoperability, data governance, security, and resilience. Ensure requirements are measurable and traceable. * Cross‑artefact consistency and remediation - Review existing project artefacts (scope, backlog, schedule, risks, procurement inputs, architecture views, test strategy, policy controls) to identify gaps, conflicts, or inconsistencies. Maintain an issues log and resolve items prior to baselining. * Risk and issue integration - Identify and manage risks and issues related to requirements, interfaces, AI/data considerations, operating models, and governance. Ensure end‑to‑end traceability between risks, requirements, backlog items, and acceptance tests. What You’ll Bring * Senior business analysis capability on complex Defence or government initiatives * Strong requirements engineering skills (elicitation, prioritisation, validation, traceability, and change control) * Experience producing and managing Operational Concept Documentation and Functional Performance Specifications artefacts in Defence/CASG environments * Experience in One Defence Capability System documentation * Process and data modelling (e.g. BPMN, context diagrams, data flows) * Gap and impact analysis with evidence‑based recommendations * Ability to operate in waterfall, agile, and hybrid delivery models * Clear, concise written communication aligned to Defence documentation standards Due to the nature of the work, you are required to currently hold and maintain a minimum Negative Vetting 1 or higher Security clearance as required by the Commonwealth.
