Description

The Advanced Business Analyst will be a key member of a full lifecycle development team, collaborating across multiple business units to perform comprehensive business and systems analysis. This individual will provide oversight for the development team’s activities and ensure that requirements are effectively documented, tested, and met. The role involves close collaboration with subject matter experts (SMEs) and stakeholders to analyze, design, implement, and test solutions, ensuring alignment with business needs.

EDUCATION REQUIREMENTS:

  • Bachelor’s or Master’s degree in Business Administration, Communication, Information Systems, or a related field. Equivalent work experience may be considered in lieu of formal education.

EXPERIENCE:

  • Minimum of 3 to 5 years of solid experience in business/systems analysis and software development projects.
  • Proficiency in Microsoft Office Suite, with particular expertise in Excel, Word, and PowerPoint.
  • Experience with Microsoft DevOps is highly preferred.
  • Knowledge of Rules 60GG-1 to 60GG-5, Florida Administrative Code, is desirable.
  • Certified Scrum Master (CSM) certification is a plus.
  • Strong experience in directing and managing project resources is preferred.
  • Experience in the configuration and customization of Commercial-Off-The-Shelf (COTS) products is highly desired.
  • Prior experience with data migration processes is highly valued.
  • Familiarity with change and release management processes is a plus.
  • Knowledge of Florida Department of Transportation (FDOT) systems and applications is preferred.
  • Experience with Microsoft Power BI is a significant advantage.

  • Advanced proficiency with Microsoft tools, including SharePoint, Teams, Word, Excel, PowerPoint, Power BI, and Project.

Responsibilities

The Advanced Business Analyst will be responsible for, but not limited to, the following tasks:

  • Research and analyze FDOT business processes and their inter-relationships.
  • Gain a deep understanding of assigned FDOT applications and systems.
  • Facilitate joint analysis workshops with business units to gather insights.
  • Collect and document both business and technical requirements.
  • Lead and coordinate the development team’s activities to ensure project alignment with business objectives.
  • Collaborate with technical and functional teams to create technical specifications and documentation for the Identity Administration and Governance solution.
  • Coordinate data migration efforts and oversee the development teams.
  • Develop detailed use cases, business rules, and requirements.
  • Create test plans and execute test cases and scripts.
  • Lead User Acceptance Testing (UAT) and Regression Testing efforts.
  • Track and manage bugs and backlog items using Microsoft DevOps.
  • Provide regular updates to the Project Management Team on progress and deliverables.
  • Ensure deliverables meet department standards through regular oversight reviews.
